Position Summary

Under the direction of the Library Director, the Human Resources Manager assumes tasks in developing, implementing, and maintaining the smooth operation of the Human Resource functions for the Library. This position works closely with the Library’s management team to recruit, develop, and maintain a skilled workforce, and supervises the work of other HR staff at the library.  


Essential Duties and Responsibilities include the following; other duties may be assigned:

  • Develops departmental goals, objectives and systems used by the HR staff.
  • Recommends new approaches, policies, and procedures to effect continual improvements in efficiency and services provided by the Human Resource Department.
  • Partners with managers to maintain accurate job descriptions and works with compensation consultants to evaluate pay scales for staff at all levels.
  • Manages the HRIS system, developing and streamlining its use by providing direction to the HR Staffing Coordinator.
  • Oversees the recruitment process, participating in interviews for prospective regular employees and promotional candidates as needed. 
  • Oversees administration of COBRA and FMLA benefits by providing direction to the HR Specialist.
  • Coordinates and conducts exit interviews.
  • Provides information to supervisory staff needed for administration of Annual Evaluations for both full and part time employees. 
  • Oversees payroll and scheduling processes for the organization, including reporting and other duties as required. 
  • Coordinates benefits provided to employees through third party administrators. Oversees Open Enrollment annually including follow up on benefits changes and billing.
  • Administers benefits and worker’s compensation benefits for employees.
  • Maintains and develops training programs for employees and the Supervisor/Management team, and approves Requests for Funding to attend training events.
  • Responsible for compliance with all Federal and State legislation pertaining to all personnel related matters.
  • Consults with legal counsel as appropriate.
  • Stays current on legislative/legal issues affecting benefit and compensation as well as other Human Resource issues.
  • Maintains employee handbook, recommending and implementing policies and procedures; works directly with Department Managers to assist them in carrying out their responsibilities in personnel related issues.
  • Assists with union/employee representative interactions and engages in routine meetings with union leadership and membership.
  • Assists management bargaining team in labor negotiations, providing support for the collective bargaining process.
  • Exercises independent judgment in determining priority levels of all work assigned. Assures that high priority items are completed in a timely manner. 
  • Supervises the work of HR staff and conducts their evaluations. 
Requirements

Minimum Qualifications include:

  • Bachelor’s degree from a four-year college or university; or equivalent combination of education and experience.
  • Four years’ successful experience as a Human Resource professional in a comparable sized organization.
  • Proficiency in the use of PC and Mac computers and thorough working knowledge of MS Word, Excel and PowerPoint.
  • Ability to work with little direction and to take initiative in setting priorities, management of multiple projects with competing deadlines, and solving problems using independent discretion.
  • Experience with a HRIS system in a networked environment.
  • Experience with online recruiting.
  • Experience with Payroll and Benefits Administration.
  • Excellent oral, written and interpersonal skills. 
  • Ability to exercise discretion, make reasonable and sound judgments and maintain confidentiality.
  • Ability to interact knowledgeably, professionally and diplomatically with diverse internal and external customers and to maintain a friendly and positive demeanor.
  • Ability to concentrate despite numerous and frequent interruptions.

Preferred Qualifications include:

  • PHR Certification or SHRM-CP Certification.
  • HR Experience in a unionized environment. 
  • Specialized knowledge of Employment Law and Government / Public Employers.
