This position administers the City’s Human Resources functions. Provides professional and comprehensive support and advisory service to managers and staff including advice and guidance on all aspects of human resources functions. Responsible for strategic planning and budgeting for the departmental functions.
• Provides guidance for management and staff on Human Resource policies and procedures.
• Develops and monitors regulatory compliance across a wide spectrum of state and federal mandates.
• Interprets policies, labor contracts and applicable laws to employees and management.
• Manages recruitment and selection activities in compliance with EEO/AA.
• Conducts investigations, recommendation corrective action.
• Authorizes appropriate discipline, necessary documentation and follow up.
• Oversees HRIS system; identifies system requirements.
• Oversees city safety committee.
• Assists with implementation of Race Equity Action Plan.
LABOR RELATIONS
• Manages labor relations issues, negotiations and arbitrations.
• Lead evaluation of bargaining processes.
• Develops bargaining positions, team structure, process, information sharing procedures.
• Maintains positive labor-management relationships that develop trust and minimize conflict.
• Develops, guides, implements and evaluates staff and labor relations strategies.
• Conducts bargaining and provides creative leadership.
• Interprets collective bargaining agreements.
• Advises management in the expedient and proper resolution of complaints and/or grievances.
• City representative/liaison with labor unions.
• Analyzes potential impact of contract provisions.
COMPENSATION & BENEFITS
• Evaluates and recommends changes to compensation and benefit policies based on current trend analysis and policy direction.
• Develops new, enhanced or revised existing compensation and benefits programs.
• Ensures that total compensation policies and practices conform to state and federal standards.
• Analyzes survey data to determine the competitive position and recommends changes in salary structure as required.
• Performs and oversees analysis of job worth, salary surveys, competitive wage rates, design of compensation packages and other related compensation and benefits projects.
• Advises management and employees of compensation policies and practices.
• Develops, recommends and administers employee recognition program.
• Oversees city wellness committee.
DEPARTMENTAL MANAGEMENT AND ADMINISTRATION
• Guide, train, direct, manage, evaluate, coach, and discipline employees of the department.
• Prepare and suggest strategic goals for human resources functions.
• Prepares and submits annual budget and administers allotted payroll funds for departments.

• Ensures compliance with pertinent Federal, State and local codes, laws and regulations including Minnesota Data Practices Act, (OSHA) Occupational Safety and Health Act and complies with all city and departmental policies and procedures.
• Assists city departments, divisions, and outside agencies as directed. Functions as a team member with all city employees, and effectively interacts with all levels of City personnel.
• Effectively coordinates activities with city personnel.
• Promotes effective community and media relations.
MINIMUM QUALIFICATIONS
Bachelor’s Degree in Human Resources Management, Public Administration or related field, with 5 plus years progressively responsible Human Resource experience including 2 years management/supervisory experience, or any combination of education and/or experienced that provides equivalent knowledge; skills and abilities will be considered.
PREFERRED QUALIFICATIONS
Master’s degree in Human Resources Management or Public Administration desirable. Public Sector HR Association PSHRA-CP or PSHRA-SCP certification, CLRP (Certified Labor Relations Professional) Certification.
Normal business/office hours are from 7:30 a.m. to 4:30 p.m., Monday, Wednesday, Thursday, 7:30 a.m. – 6:00 p.m. Tuesday, and 7:30 a.m. – 12:00 p.m. on Friday. Evening meetings as required. Eligible for telecommuting work.
