HR Leader

Position Description

This Human Resources Manager will be responsible for managing three (3) divisional teams; Employee Relations (ER), Safety/Injury on Duty (IOD), and the Veteran Services Office.The manager is charged with leading and supporting these teams, applying applicable laws and regulations throughout the work of each division, and fostering a positive workplace culture for all Metro employees.

Typical Duties

Employee Relations (ER) Division 

  • Manage the Employee Relations team of 4 HR Analysts and 1 HR Administrator (ER Lead)
  • Foster positive and productive relationships between the Employee Relations division and all Metro Nashville Government general government departments, providing guidance and support on most HR matters including all related HR and employment provisions below. 
  • Provide oversight to ER investigators for complaints (Title VII, Workplace conduct) from across the Metro Government, producing fact finding reports and proposed resolutions 
    • Provide support and guidance on performance management strategies, tools, and best practices, including corrective and disciplinary action coaching and compliance assistance 
    • Meet with Metro’s department leaders on matters of laws, policies, and rules, collaboration on department and employee concerns, complaints, and grievances
  • Interpret, apply, and advise on Federal, State, and local laws, ordinances, Civil Service Rules and Policies and procedures to personnel matters and ensuring compliance (e.g. FMLA, FLSA, ADA, EEO, USERRA, TOSHA regulations)
  • Draft Civil Service Rules, Policies, and departmental rules, policies, and procedures, and prepare and present matters to the Civil Service Commission
    • Division collaboration with the Classification / Compensation and Workforce Diversity and Culture Divisions
    • Manage the Procurement process for the Metro Employee Assistance Program and the Metro Makes a Difference Campaign administration vendor

Safety Program and Injury On Duty Program (IOD) Manager

  • Manage a Safety and IOD team of 4 Safety Specialists and 1 Safety Administrator
  • Working with the Safety Administrator and Safety/IOD team:
    1. Manage the Procurement process for the IOD Clinic Medical Administration, the IOD Program Claims Administration, and the Drug Free Workplace Administration, as well as managing the IOD Clinic Lease
  • Liaison to the Mayor’s Safety Advisory Board
  • Draft, implement, ensure compliance with Metro-wide Safety Program policies and Tennessee OSHA standards
  • Manage third party administrator for the Injury on Duty Clinic
  • Manage of the Metropolitan Government’s Drug Free Workplace Program
    1. Oversight of FMCSA/DOT and Non-DOT drug testing city-wide

Veteran Services Program Manager

Veteran Service Officers are employees of Davidson County who are trained and certified through various Veteran Service Organizations, the TN Department of Veterans Services, and the US Department of Veterans Affairs. The Veteran Services Office assist Veterans in navigating the VA system and in applying for a variety of Veterans' benefits and entitlements as well as any State benefits and Community resources that may be available to the individual.

  • Manage a team of 4 Veterans Service Office program staff, led by a division supervisor
  • Coach and counsel staff and division supervisor on performance, goals, and divisional growth

Minimum Qualifications

EDUCATION AND EXPERIENCE

Bachelor’s Degree from an accredited college or university and six (6) years of professional HR experience demonstrating a proficient understanding of labor laws, leading workplace investigations, and managing conflict resolution, including four (4) years of management experience that included supervising Human Resources professionals.

Preferred Experience, Knowledge, Skills, and Abilities

  • SHRM-CP/SCP, PHR/SPHR certifications, or similar certifications
  • Exceptional verbal and written communication skills to articulate clear messages to all levels, including senior leadership
  • Knowledge and familiarity of Occupational Safety and Injury programs
  • Management experience in a complex, large agency similar to the Metro Nashville Government
