The City is seeking an experienced Human Resources Manager to lead our HR operations and support the employees who serve our community every day.

This is a key leadership position responsible for directing the City's human resources programs including recruitment, onboarding, benefits, compliance, employee relations, and organizational development. The Human Resources Manager works closely with leadership to ensure the City attracts, develops, and retains talented employees while maintaining compliance with all applicable employment laws.

What You'll Do

In this role, you will provide leadership and oversight for the City's human resources programs and services. Key responsibilities include:

  • Direct and oversee all Human Resources functions including recruitment, onboarding, benefits administration, employee relations, and personnel records.
  • Lead recruitment strategies to attract and retain high-quality talent.
  • Administer HR programs such as compensation, benefits, leave management, performance management, and employee development.
  • Monitor and ensure compliance with federal, state, and local employment laws and HR best practices.
  • Collaborate with City leadership to align HR strategies with organizational goals and workforce needs.
  • Oversee the full hiring process including job postings, applicant review, interviews, background checks, and onboarding.
  • Manage the City's HRIS system and analyze workforce data and trends.
  • Serve as the primary contact for employee benefit programs and oversee open enrollment.
  • Develop and implement HR policies, procedures, and initiatives that support a positive workplace culture.
  • Oversee the daily operations of the Human Resources Department.
  • Develop and manage the departmental budget.
  • Represent the City at job fairs, training programs, and professional development opportunities.
  • Work with Finance to ensure payroll changes are made & policies are adhered to. (This position does not process Payroll.)

Work Environment & Physical Demands

  • Work is primarily performed in a professional office environment.
  • Duties are typically performed while sitting at a desk, with intermittent standing or walking.
  • Occasional lifting of light objects may be required.
  • Some travel may be required for training, recruitment events, or professional development.



Minimum Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Three (3) to five (5) years of progressively responsible human resources experience, preferably in a leadership role.
  • Valid Texas driver’s license or ability to obtain one.
  • Ability to obtain a Texas Notary Public Commission within six (6) months of employment.
  • Ability to travel for training and professional development as needed.

Preferred Qualifications

  • SHRM-CP, SHRM-SCP, or equivalent Human Resources certification.
