Human Resources announces an opening for (1.0) Lead Human Resource Assistant This is a full-time, in-person, Grade G-10 position located in the Department of Human Resources.
GENERAL STATEMENT OF DUTIES Under general direction of a designated Department of Human Resources (HR) supervisor, the Lead Human Resources Assistant performs team lead/senior para-professional, and general/administrative human resources support and/or leadership duties in one or more areas of the Department of Human Resources.
SUPERVISION Work is performed under the direction and supervision of a designated HR supervisor to include a Director, Talent Acquisition Coordinator, Division Supervisor, or Customer Service Coordinator. Work is reviewed in terms of quality, quantity, customer service ,and professionalism. This position will assume team-lead supervision of subordinate HR staff and personnel to include Human Resources Assistants.
DISTINGUISHING CHARACTERISTICS This class specification is a single-position class series distinguished by the senior level of discretion and responsibilities in assisting HR staff and supervisors with HR related tasks and functions. The Lead Human Resources Assistant is differentiated from the Human Resources Assistant in levels of education, experience, and HR management functions.
RESPONSIBILITIES: ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties) Review, approve, and submit a variety of correspondence, notifications, forms, meeting minutes, and related documents to communicate information to staff and employees. Audit, establish, and maintain human resources files and associated records and systems to provide documentation of activities and comply with area’s records management operating policies and procedures. Provide a wide range of human resources support activities such as informing others concerning the correct policies ,procedures, guidelines, forms, formats, and information to be provided to accomplish HR related activities. Process complex transactions related to assigned HR functional area. Respond to questions concerning HR programs, interpret basic policies and procedures, and provide information for the resolution of problems. Compile and analyze routine HR data such as reports, charts, and spreadsheets to facilitate administrative decision making. Serves as initial point of escalation for HR Assistants. Assists manager with gathering and reviewing weekly and monthly reports. Responsible for drafting and preparing training materials and articles for the internal knowledge base that are reviewed by the supervisor. Assists supervisor with training/onboarding HR Assistants and conducting quality improvements checks (e.g., review of recorded calls, tickets responses, and in-person interactions). Perform other related duties as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Skill in problem solving to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem. This includes ability to recognize subtle aspects of problems, identify relevant information and make balanced recommendations and decisions. Examples include reading administrative directives, technical manuals, and routine correspondence; drafting or reviewing procedures, management plans and personnel management documents; writing routine and non-routine correspondence, etc. Skill in oral communication to understand verbal information (including instructions, descriptions, and ideas), and to express suchinformation verbally to diverse audiences so they will understand and, as pertinent to the situation, be convinced or persuaded. Thisincludes skill in issuing clear, complete, and concise instructions to subordinates, and coordinating within APS and externally; andthe ability to listen ‘actively’ and encourage effective oral communication by others, such as administrators, parents and subordinateemployees regarding policies, procedures, costs, complaints, and other matters. Interpersonal skills to interact with contacts in abusinesslike, customer service-oriented manner by establishing and maintaining effective working relationships and working inharmony with supervisors, staff, students, and the public. Skill in using a computer, modern office suite software (such as MS Office)and telecommunications devices to plan, schedule, communicate, word process, research (Internet), etc. This includes basic skill in using department planning/scheduling software to monitor operations and ensure continuity of business operations. Ability to exercise sound judgement and appropriately respond to stressful and/or unexpected situations. This includes strong communicationsskills, with the ability to actively listen and respond respectfully, and to interact and communicate over the telephone, email, and inperson. Ability and willingness to work under pressure of recurring deadlines and short- or no-notice changes, such as sub-optimum staffing/other resourcing problems, and other factors beyond one’s control that adversely impact functions/services within one’s area(s) of responsibility.
QUALIFICATIONS: Education and Experience A high school diploma or possession of a GED certificate and two (2) years of human resources support duties equivalent to HR assistant. OR An associate degree from an accredited institution of higher education and one year of human resources support duties equivalent to HR assistant. OR A bachelor’s degree from an accredited institution of higher education. Experience in K-12 public education is preferred.
