Job Title: Payroll Administrator & HR Specialist

EDUCATION:  Bachelor’s degree in a Business-related field (preferred)

 

 

QUALIFICATIONS:

 

  • Knowledge of local, state, and federal requirements relating to payroll issues and reports.
  • Knowledge of payroll, accounting, and auditing principles and practices; ability to maintain accurate and auditable records.
  • Knowledge of the Fair Labor Standards Act, Family Medical Leave Act, federal payroll tax reporting, and the Teacher Retirement System of Texas.
  • Ability to use Excel and Word; ability to use 10-key by touch, ability to perform data analysis.
  • Ability to work with numbers accurately and rapidly to meet established deadlines.

RESPONSIBILITIES:

In this capacity, the Payroll Administrator shall be directly responsible to the Director of Business and HR Services with the following specific duties:

  • Prepare the Region 18 Education Service Center’s monthly payroll and submit necessary payroll reports to state and federal agencies.
  • Manage and reconcile timekeeping records for auxiliary staff.
  • Maintain workers’ compensation claims and files.
  • Prepare monthly Teacher Retirement System (TRS) reports.
  • Complete TRS service credit certifications.
  • Make funding changes and process in-house monthly charge-backs, including payroll distribution, telecommunication fees, workers’ compensation/unemployment compensation expenses, and building use fees.
  • Administer employee payroll benefit enrollments, adjustments, and terminations.
  • Train staff on payroll procedures and benefit options.
  • Reconcile monthly 3rd party statements with payroll deductions.
  • Maintain personnel records.
  • Respond to and complete verifications of employment (VOEs).

 

  • Coordinate offboarding processes for separating employees.
  • Collaborate with the Business Office staff on the Planning and Performance Management project.
  • Perform other duties as assigned.

Tools/Equipment Used: Standard office equipment, including personal computer and peripherals
