We are seeking a Senior HR Generalist - Employee Relations & Benefits is responsible for providing comprehensive Human Resources support with primary ownership of the company's employee benefits programs and a leadership role in managing employee relations matters across the organization. This position serves as a trusted advisor to management and employees by providing consultative guidance on workplace issues, interpreting company policies, and ensuring consistent application of employment laws and HR best practices.

This role serves as the primary point of contact for all employee benefit programs and acts as the liaison between the organization and its group benefits broker, insurance carriers, and third-party administrators (TPAs). The position also leads employee relations investigations, provides guidance to managers on performance management and workplace concerns, and supports initiatives that promote a positive, compliant, and respectful workplace culture.

Operating within a Government Contracting (GovCon) environment, this role ensures full compliance with federal, state, and local employment laws and benefits regulations, maintains audit-ready documentation, supports DCAA and other regulatory reviews, and assists the Vice President of Human Resources in executing strategic HR initiatives including benefits planning, compliance management, and workforce support.

This position requires strong judgment, regulatory expertise, analytical capability, and the ability to effectively manage sensitive employee matters while delivering exceptional HR service.

Duties and Responsibilities

Employee Benefits Administration (Primary Daily Function)

  • Serve as the primary point of contact for all employee benefit inquiries, ensuring timely, accurate, and customer-focused responses.
  • Administer all company-sponsored benefits programs including medical, dental, vision, life, disability, and voluntary benefits.
  • Manage all benefits lifecycle events including: New hire enrollments; Qualifying life events; Terminations; COBRA administration; Beneficiary updates; Disability and leave-related benefit coordination
  • Ensure accurate payroll deductions and benefits data integrity within HRIS and payroll systems.
  • Reconcile monthly carrier invoices and coordinate timely payment of premiums and administrative fees.
  • Maintain organized, confidential, and audit-ready benefits files and documentation.
  • Conduct regular audits of benefit enrollments, payroll deductions, and eligibility to ensure compliance and accuracy.
  • Assist with benefits communications, education, and open enrollment activities.

Employee Relations & Workplace Support

  • Conduct thorough and objective investigations into employee relations matters and workplace concerns, ensuring fair and compliant resolution.
  • Partner with managers and HR leadership to address workplace issues with sensitivity, professionalism, and respect.
  • Provide consultative guidance to leadership on employee relations matters including: Performance management; Conflict resolution; Corrective actions; Workplace conduct issues; and Employment separations.
  • Interpret and apply company policies and procedures while considering applicable employment laws to manage risk and ensure a fair and inclusive workplace.
  • Promote proactive and positive employee relations practices that support a respectful and productive work environment.
  • Conduct exit interviews and analyze feedback to identify trends and opportunities for organizational improvement.
  • Identify patterns or root causes of recurring workplace concerns and provide recommendations to leadership.
  • Partner with HR leadership and key stakeholders to develop proactive strategies and solutions for complex or sensitive employee relations matters.
  • Maintain detailed documentation related to investigations and employee relations matters in accordance with company policies and legal requirements.
  • Remain informed of evolving employment laws, HR best practices, and industry trends to proactively address workplace concerns.

Broker, Carrier & TPA Liaison

  • Serve as the company's primary contact for the group broker, insurance carriers, and TPAs.
  • Coordinate annual renewals, RFP processes, and vendor negotiations in partnership with the VP of Human Resources.
  • Facilitate transfer of eligibility files, census data, and compliance reporting to external vendors.
  • Monitor vendor performance and service levels to ensure contractual obligations are met.
  • Review plan documents, amendments, and summary plan descriptions for compliance and accuracy.

Regulatory Compliance & Audit Support

  • Ensure compliance with all applicable federal and state laws affecting employee benefits programs and workplace practices including, but not limited to: Affordable Care Act (ACA); ERISA; COBRA; FMLA; ADA; Section 125 (Cafeteria Plans); Medicare Secondary Payer rules; Department of Labor (DOL) reporting requirements
  • Prepare and coordinate required annual filings and notices (e.g., Form 5500 support, ACA reporting, Summary of Benefits and Coverage, required employee notices).
  • Maintain documentation and internal controls to support potential DCAA, external audit, or regulatory review requirements.
  • Support internal and external compliance audits by providing accurate records and documentation.
  • Document and maintain standard operating procedures (SOPs) for benefits administration and employee relations processes.

Strategic Benefits Analysis & Cost Management

  • Analyze claims data, utilization reports, and trend analyses to support cost management and renewal strategy.
  • Assist with long-range benefits forecasting and budgeting.
  • Participate in benchmarking and industry surveys to ensure competitive and compliant plan offerings.
  • Recommend cost containment strategies and process efficiencies.
  • Support preparation of actuarial data and review cost projections with broker partners.

HR Generalist & Operational Support

  • Maintain accurate and confidential employee personnel files in compliance with federal contractor requirements.
  • Conduct periodic file audits to ensure completeness and regulatory compliance.
  • Provide guidance to employees and managers regarding company policies, HR procedures, and workplace practices.
  • Assist with onboarding and new hire orientation, including benefits education.
  • Support payroll coordination as needed to resolve benefits-related discrepancies.
  • Assist with HR initiatives, reporting, and special projects as directed by the VP of Human Resources.
  • Maintain strict confidentiality of employee data and company proprietary information.

Required Knowledge, Skills, and Abilities

  • Strong working knowledge of employee benefits administration within a regulated environment.
  • Demonstrated understanding of federal and state employment laws and HR compliance requirements.
  • Experience conducting employee relations investigations and advising on workplace issues.
  • Ability to serve as a trusted advisor to managers and HR leadership on sensitive employee matters.
  • Strong interpersonal and communication skills with the ability to demonstrate empathy, respect, and professionalism.
  • Excellent analytical and problem-solving skills with the ability to identify trends and root causes of workplace issues.
  • High level of discretion and ability to manage confidential and sensitive information.
  • Strong organizational and time management skills with the ability to manage multiple priorities simultaneously.
  • Ability to remain neutral, objective, and composed when handling sensitive employee relations matters.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Experience with HRIS, payroll systems, and benefits administration platforms.
  • Ability to evaluate RFPs, vendor contracts, and benefits plan designs.

Minimum Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent combination of education and experience.
  • Minimum 5 years of experience in Human Resources and/or Employee Relations, or a Master's degree with 3 years of relevant experience.
  • Demonstrated experience conducting investigations and advising on employee relations matters including performance issues, employee complaints, workplace conflict, and conduct concerns.
  • Strong knowledge of employment law, HR practices, and employee relations principles.
  • Experience supporting HR compliance and audit readiness.

Preferred Qualifications

  • Professional HR certification (SHRM-CP, SHRM-SCP, PHR, SPHR).
  • Experience working in a Government Contracting (GovCon) environment.
  • Experience supporting organizations subject to federal contractor compliance requirements.
  • Experience serving as a primary liaison to brokers, carriers, and TPAs.
  • Experience supporting HR operations in a fast-paced or high-growth environment.
