Summary

Reporting to the Director of Human Resources, the Sr. Human Resources Business Partner is responsible for providing a wide range of duties related to the functions of the Human Resources department. The Sr. HR Business Partner serves as the primary liaison between Human Resources and assigned departments; ensures consistent application of people-focused policies, processes, and systems; provides credible guidance and consultative services related to local, state, and federal employment regulations, and is focused on service alignment, risk reduction, and compliance.

Duties

  • Serve as a strategic, embedded advisor to leaders, shaping people strategies that directly influence city success.
  • Partner with assigned departments to deliver forward-thinking HR solutions, to attract, retain, and develop top talent.
  • By blending deep HR expertise with strong business acumen, guide staff through complex workforce needs, elevate the employee experience, and support operational excellence.
  • Make recommendations for progressive discipline and support in the development and delivery of documentation.
  • Lead and participate in HR projects, ensuring successful delivery within timelines and budget.
  • Ensure compliance with all HR policies, procedures, and regulations.
  • Benefits – Assist with the administration of leave of absence programs, employee and retiree benefit programs, workers’ compensation programs, annual enrollment and wellness programs.
  • Employee Relations – Manages investigations end-to-end, including intake meetings, background research, investigative interviews, report creation, and debrief meetings with leadership.
  • Talent Acquisition – Organize and facilitate interview debriefs and be a trusted voice in critical conversations that facilitate and drive decision-making.
  • Performance Management – Responsible for providing consultative support of the assessment of individual and department performance needs. Responsible for assisting in the design, implementation and evaluation of programs that engage employees in individual and department performance management that reflects the objectives of the city.
  • Training and Development – Design, develop and facilitate training programs. Conduct training needs assessments to identify knowledge and skills gaps and develop appropriate training programs to address them. Create and maintain training materials, and deliver training sessions in a variety of formats.

Qualifications

Minimum 

  • Bachelor’s degree in Human Resources, Business Administration or related field required.
  • 5 years previous Human Resources Generalist experience.
  • Knowledge of federal, state, and local laws and guidelines pertaining to employment.
  • Ability to understand and analyze data while utilizing critical thinking skills to gain understanding of city and needs
  • Act as a thought leader on initiatives to identify, evaluate, and participate in human resources policy and program development in partnership with the HR team.
  • Excellent communication and interpersonal skills, with the ability to work effectively with employees at all levels.
  • Strategic thinker with the ability to align HR programs with city objectives.
  • Ability to work in a fast-paced environment with competing priorities.
  • Valid Texas Class C Driver’s License required.

Preferred

  • PHR, SPHR or other HR certification.
  • Experience in a municipal government.

Supplemental Information

Work is primarily performed in a climate-controlled office environment. Physical demands are sedentary in nature with prolonged sitting. Work may cause fatigue of eyes, fingers, and other facilities because of fairly continuous use of motor senses. May be required to attend functions and meetings in other buildings and other sites. Requires moderate physical effort in carrying/moving 5-10 pounds. Includes walking, standing, reaching, bending, and occasionally driving a vehicle.

This position offers a hybrid work arrangement allowing employees to work remotely and, in the office. Candidates must have access to a reliable internet connection and suitable workspace for remote work. Specific remote work schedules will be determined in coordination with the department’s needs.
