MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in Human Resources, Public/Business Administration, or related field.

Seven (7) years of professional Human Resources work experience, including two (2) years in a supervisory role in Payroll, Compensation/Classification, Total Rewards, Talent Management/Onboarding, Risk & Safety Administration, Benefit Administration, Wellness, Engagement & Culture, or other human resources related function.

High level experience of related business applications to include HRIS, spreadsheets, and database skills to include configuration of software infrastructure.

Strong relationship-building skills.

Expertise in talent management, organizational design, HRIS management, and compliance.

Licenses and Certifications:

Valid Florida License or must obtain within ninety (90) days of assuming the position.

PHR or SPHR or SHRM Certification, or the ability to obtain within eighteen (18) months from date of hire.

JOB SUMMARY

Under limited supervision, facilitating the strategic vision of the Human Resources Department in alignment with the Authority’s focus, overseeing the Human Resources Department Team Members while providing support to the Senior Vice President of Human Resources, the Authority’s Management Team, and Team Members regarding human resources related functions to include HRIS Management, Payroll, Total Rewards & Benefit Administration, Pension Administration, Talent Management, and Risk/Safety.

Essential Job Responsibilities:

Supervises and oversees the Human Resources Department Team Members and their functions to include HRIS Management, Payroll, Total Rewards & Benefit Administration, Pension Administration, Talent Management, and Risk/Safety.

Manages and determines/facilitates areas of constant improvement to the Authority’s Human Resources Information Systems (HRIS) programs and processes to include payroll administration.

Administers the Authority’s group benefit programs to Team Members, Commissioners, and retirees including but not limited to workers’ compensation, health, dental, vision, & life insurances, health savings accounts, flexible savings accounts, AFLAC, legal, and other ancillary items, Retirement/Pension management, Wellness, short term disability, long term disability, FMLA, ADA, open enrollment, payroll, HRIS updates, and items covered in the Authority’s Employee Handbook.

Manages and supports the Authority’s classification and compensation systems.

Manages the Authority’s workers’ compensation program to include safety analysis and providing safety suggestions regarding training.

Manages health-focused programs (physical, mental, emotion, financial) to foster healthy Team Member lifestyles.

Oversees the Authority’s drug free workplace policy.

Ensures compliance with federal, state, and local employment laws (i.e. FMLA, FLSA, ADA).

Oversees accurate HR data management, reporting, and recordkeeping to support compliance and strategic decision making.

Assists with drafting and implementing the Authority’s budget for the Human Resources Department.

Assists the SVP – Human Resources with Team Member training and development programs, to include safety training program initiatives.

Provides data-driven insights and reporting on compensation and benefits effectiveness.

Ensures a positive Team Member experience and provides assistance with workplace needs.

Openly exhibits a positive attitude, in words and actions, and encourages others to do the same.

Utilizes HR metrics to inform decisions and identify trends.

Performs other duties, as assigned.

Physical Requirements:

The Senior Human Resources Business Partner must be diligent in adhering to all work-related safety rules, procedures and regulations and take the precautions necessary to comply with the Airport Authority safety policy.

Mental Requirements:

The Senior Human Resources Business Partner must have the mental capacity to perform a variety of responsible, complex, and administrative duties for assigned department personnel. The Senior Human Resources Business Partner must maintain confidentiality of information and develop and maintain effective working relationships with superiors, fellow employees, outside agencies and the public.

Environmental Requirements:

The Senior Human Resources Business Partner generally works in an office environment.
