Human Resources Manager
Sharon Public Schools is seeking a Human Resources Manager to support approximately 700 district employees. We are looking for a self-starter who can work independently in a fast-paced environment. The HR Manager will report to the Superintendent or designee.
Position Overview:
The HR Manager will efficiently run the operations of the Human Resources department for Sharon Public Schools working collaboratively with building administrators and the finance department. The HR Manager will be responsible for the following essential duties along with other HR duties.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Maintain a complete and systematic set of confidential personnel files, including personnel action forms for all changes in employee data.
- Processes all letters of employment on behalf of the Superintendent.
- Orient new employees on personnel issues, including benefits, retirement, payroll, contract information, district procedures, and forms.
- Provide annual required documentation per the collective bargaining agreements.
- Administer benefits for school department active employees and retirees. Responsible for processing enrollments and all changes to benefits, including the eligibility of dependents.
- Coordinate entry of personnel in all HR platforms, distributing the necessary information to the payroll department for initial employee set-up.
- Absence Management and Time Management administration.
- Respond to employee and retiree benefit questions.
- Serve as a liaison to insurance companies and other benefits vendors as needed.
- Prepares job postings and advertisements;
- Participate in recruiting events and utilize social media platforms to advance recruiting efforts.
- Coordinate interview committees for the hiring of school department administration and other positions as required.
- Conduct employment screening interviews for substitutes, instructional assistants and other positions as required.
- Coordinate and prepare COBRA documentation for terminated school employees.
- Perform exit interviews, as needed.
- Distribute unemployment benefit information to terminated employees and processes related information and forms with the Department of Unemployment Assistance (DUA).
- Coordinates the Family Medical Leave Act, maintaining confidential records and tracks entitlement and usage.
- Serve as a liaison on matters of Workers Compensation and processes claims, coordinating with staff and third-party administrators on claims management.
- Process all notifications personnel changes. This includes transfers, resignations, retirements and leaves of absence.
- Advises on and administers leave benefits, entitlement and policies.
- Coordinates with the Payroll Manager on payroll issues, accruals, end of year payments and other issues as required.
- Complete employment verification requests.
- Coordinates with the Town of Sharon on benefit open enrollment for all school department employees and retirees.
- Issue all district co-curricular, mentor and facilitator contracts.
- Issue assurance letters and maintain an updated substitute teacher list
- Keeps current on labor and employment laws, rules, regulations, policies and procedures and serves as the resource for issues including, but not limited to FLSA, FMLA, CORI, ADAA, MCAD, DUA, COBRA, EEO/AA
- Maintains the school departments employee handbook including updating procedures when applicable and distribution to all employees at the time of hire and each school year.
- Responsible for the completion and reconciliation of annual mandatory training for all school department employees at the date of hire and each school year.
- Maintains membership in Massachusetts Association of School Personnel Administrators and attends professional development opportunities provided by the organization.
- Participates in cross training in processing payroll to ensure backup for the Payroll Manager.
- Manage annual acknowledgement of the Conflict of Interest Laws for Municipal Employees as well as the biennial Conflict of Interest on-line training.
- Serves as SAFIS and CORI coordinator and maintains accurate records for all background checks.
- Assists the Superintendent with assignments related to collective bargaining research, training, EAP, disciplinary action, performance reviews, paid leave time audits, development of procedures, and all other departmental responsibilities.
- Assists school employees, retirees, and potential candidates by furnishing a variety of routine information and assistance, resolving minor problems and complaints.
- Reconciles all insurance for school department employees and retirees
- Performs additional duties as assigned
Qualifications:
- Bachelor’s Degree in Human Resources or related field
- Strong interpersonal computer & analytical skill
- Proficiency with Excel, MUNIS, and database applications
- Ability to work independently with minimal supervision
- Experience in public sector human resources is preferred
