WHAT YOU’LL DO:

  • Serve as the go-to expert for HR operations across multiple sites.
  • Lead and mentor HR Liaisons in recruiting, onboarding and engagement.
  • Partner with managers to resolve workplace issues and build strong, respectful teams.
  • Drive HR projects that enhance culture, professional development, and organizational effectiveness.
  • Design and refine policies, processes, and training that support growth and accountability.
  • Lead employee wellness and recognition initiatives that celebrate our people and mission.
  • Analyze HR metrics and data to inform decisions and ensure compliance at every level.

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:

High school diploma or G.E.D. and 6 years of related experience in Human Resources in any combination of the following areas:

  • Recruitment & Onboarding
  • Employee Relations
  • Special Leave (FMLA, Reasonable Accommodations under the ADA, Leave Donations, etc.)
  • Policy Development

PREFERRED QUALIFICATIONS:

Given that the Office of Youth Services is a newly established agency with plans to expand its services, the preferred ideal candidate holds a bachelor's degree or equivalent in experience in human resources, psychology, public administration, business administration, or a related field, and brings strong project management and employee relations skills. They should have proven experience managing both recruitment and onboarding processes, as well as experience in the professional development of personnel and in developing departmental policies and procedures. The role requires exceptional communication skills, effective collaboration across departments, and the capability to manage escalations while building strong relationships with employees at every level.

The ideal candidate will have seven years of human resources related experience in business development or business services, ensuring the candidate can drive systemic improvements and position the agency as a leader in youth service delivery.

Additional Preferences Include:

  • Experience in professional communication, presentation, or training with all staff levels.
  • Experience supporting upper-level leadership.
  • HR Certification(s) such as a PHR, SPHR, SHRM-CP, or SHRM-SCP, etc., preferred but not required.
  • Strong knowledge of employment law, HR compliance, and best practices.
  • Skilled in HRIS systems, workforce analysis, and tracking software or systems.
  • Strong proficiency in Microsoft 365 Suite (Teams, Word, Excel, Outlook, SharePoint, Bookings, PowerPoint, Forms, etc.)
  • Excellent professional correspondence experience (proofread for content, grammar, style) to include writing and reviewing policy documents, formal written and electronic letters.
  • Experience preparing written investigative reports and summaries of findings with supporting documentation that is fair, impartial, and represents the facts, and analyzing investigative results.
  • Bilingual (English/Spanish).
  • Proficiency in Microsoft 365 Office Suite applications.
  • Able to effectively and confidently communicate in English in a public setting.
  • Able to read and understand written information in English that addresses legislative, programmatic, and labor-related rules and regulations.
  • Able to write professionally and proofread for content, grammar, and style.
  • Able to communicate effectively and professionally with all levels of staff.
  • Ability to read and understand written information in English that addresses legislative, programmatic, and labor-related rules and regulations.

WORK LOCATION & SCHEDULE REQUIREMENTS: 

This is a full-time, in-person position located in Woodbridge, VA. The typical schedule is Monday through Friday, from 8:30 AM to 5:00 PM. Occasional telework when required.

SPECIAL REQUIREMENTS:

In accordance with Department of Juvenile Justice regulations, the selected candidate will be required to pass a pre­employment background check, including criminal local/state/federal clearance, before receiving a final offer.

All Office of Youth Services (OYS) Leadership roles are required to provide emergency human services work in the event of an emergency disaster.

A valid driver's license is required, and the incumbent must be able to operate a County vehicle as needed.

 HIRING SALARY RANGE:  $98,000.00 - $107,000.00
