This is an exciting time to work for Amarillo College! We are seeking our next Vice President of Human Resources who will be all-in on our mission and who will serve as a key member of the executive leadership team and is responsible for overseeing all aspects of human resources management at the college. This individual will lead the development, implementation, and evaluation of policies and programs that support the college's strategic goals, workforce needs, and organizational development. The individual will ensure that the college attracts, develops, and retains a diverse and highly qualified workforce while fostering a positive, inclusive, and collaborative work environment.

Qualifications

EDUCATION:
Required: Master’s Degree in Human Resources, Business Administration, Organizational Development, or a related field is preferred.

*Bachelor’s degree combined with substantial, progressively responsible experience in Human Resources leadership will also be considered.

Preferred: Human Resources Certification (SHRM-SCP, SPHR, or similar).

EXPERIENCE:
Required:

  • Ten (10) years of experience in human resources, including at least five (5) years in a senior leadership role, ideally within higher education or public sector organizations.
  • Five (5) years of progressively responsible experience in organizational development, employee relations, talent management, and compensation and benefits administration in a leadership or executive-level Human Resources role.
  • Five (5) years of demonstrated experience developing and executing strategic Human Resources initiatives.

Preferred: Ten (10) years of experience as Vice President or Director of Human Resources.

Job Duties & Responsibilities

  • Collaborate with senior leadership to develop and implement human resource strategies that align with the college's mission, vision, and strategic goals.
  • Serve as a trusted advisor to the college president and senior leadership team on all Human Resources related matters, including talent management, organizational design, workforce planning, and employee relations.
  • Develop and lead a comprehensive, data-driven human resources strategy that supports the institution’s growth and priorities, leveraging key metrics and workforce analytics to inform decision-making, measure impact, and drive continuous improvement.
  • Oversee recruitment, selection, and retention strategies for faculty, staff, and administrators.
  • Develop and implement onboarding programs for new employees to ensure smooth transitions and successful integration into the college culture.
  • Develop and implement exit interview protocols with departing employees to gather valuable feedback on company culture, management effectiveness, and areas for improvement.
  • Analyze trends from exit interview data to develop actionable insights for enhancing employee retention strategies, workplace satisfaction, and employee engagement.
  • Foster a positive and productive work environment through effective employee relations practices, conflict resolution, and grievance handling.
  • Promote employee engagement through initiatives that enhance morale, job satisfaction, and retention.
  • Ensure compliance with federal, state, and local labor laws, and college policies.
  • Oversee the design, implementation, and administration of competitive compensation and benefits programs.
  • Manage salary and benefits surveys and ensure the college’s compensation structure remains competitive and sustainable.
  • Work closely with finance and budget departments to align compensation practices with fiscal strategies.
  • Develop and implement programs for employee training and professional development to enhance employee skills and ensure high levels of performance to build a high-performing organization.
  • Develop and implement a succession planning framework that fosters leadership continuity across academic and administrative units by identifying emerging talent and providing professional development opportunities to prepare internal candidates for future leadership roles.
  • Ensure mandatory compliance training and development programs are implemented and adhered to across all departments.
  • Ensure the college adheres to all relevant employment laws, including Title IX, Title VI, ADA, FMLA, and other federal and state regulations.
  • Oversee the regular review, updating, and institutional adherence to the employee handbook and Human Resources related board policies to ensure compliance with legal, regulatory, and institutional standards, while promoting consistent and transparent practices across all units.
  • Lead efforts in compliance with Human Resources related accreditation standards and ensure institutional policies align with legal requirements.
  • Advise on risk management related to employee relations, workplace safety, and discrimination matters.
  • Oversee the Human Resources department budget, ensuring fiscal responsibility and efficient resource allocation.
  • Monitor Human Resources metrics and reporting to assess the effectiveness of Human Resources programs and make data-driven decisions.
  • Foster a culture of collaboration across departments and work closely with academic and administrative leadership to ensure that Human Resources strategies align with institutional goals.
  • Represent the Human Resources function on various college committees and councils.
  • Foster a collaborative and respectful campus environment by partnering with faculty, staff, and leadership to ensure timely, fair, and consistent resolution of employee grievances, while promoting transparent communication and adherence to institutional polices and shared governance principles.
  • Perform other work-related duties as required.

Knowledge, Skills & Abilities

  • Comprehensive knowledge of federal and state employment laws, Human Resources regulations, and current best practices in human resources management.
  • In-depth understanding of employment laws and regulations, including Title IX, Title VI, ADA, FMLA, and other relevant federal, state, and local statutes.
  • Experience in drafting, revising, and enforcing Human Resources policies and procedures in alignment with legal requirements and institutional values.
  • Strategic planning and leadership skills to develop and implement Human Resources initiatives aligned with institutional goals.
  • Talent management and succession planning expertise, including employee lifecycle planning and leadership development.
  • Ability to create and oversee robust training, onboarding, and professional development programs that enhance employee performance and retention.
  • Ability to implement and manage effective performance evaluation systems that align individual contributions with institutional strategy.
  • Experience in developing and managing departmental budgets, ensuring cost-effective use of resources while aligning with institutional priorities.
  • Analytical and critical thinking abilities, with a strong capability to interpret data and metrics to inform strategic Human Resources decisions.
  • Strong project management skills, including prioritization, delegation, and execution of multiple concurrent initiatives.
  • Proficiency in HRIS systems, data reporting tools, and Microsoft Office Suite.
  • Familiarity with higher education Human Resources environments, including shared governance, accreditation processes, and faculty/staff dynamics.
  • Skilled in navigating complex organizational structures and political dynamics, offering practical and effective solutions to sensitive issues.
  • Ability to adapt to a changing organizational landscape, leading and managing through periods of institutional growth and transition.
  • Ability to serve as a trusted advisor to executive leadership, offering strategic guidance on personnel and organizational issues.
  • Demonstrated ability to build trust, credibility, and strong relationships with stakeholders at all levels of the institution, including executive leadership, faculty, staff, and external partners.
  • Exceptional interpersonal, communication, and leadership skills, with the ability to foster collaboration, resolve conflict, and build cohesive teams.
  • Proficient in facilitating difficult conversations, resolving workplace disputes, and promoting a positive and inclusive work environment.
  • Ability to manage sensitive and confidential issues with professionalism, integrity, and discretion.

Salary: Amarillo College follows a lag pay strategy, with starting offers typically between the minimum and midpoint of the pay grade, rarely reaching the maximum to support long-term growth within each position.

Pay grade 18 Amarillo College Pay Grades (salary is determined by Human Resources based on education, work experience and internal comparisons). 

Physical Demands: While performing the duties of this job, the employee is frequently required to travel between offices and buildings, and requires the ability to lift, carry, push, pull and/or maneuver office supplies as needed.
 
Working Conditions: Must be willing to work a flexible schedule (days, nights, weekends, holidays, and varying events if necessary).
 
Work Environment: This position operates in a professional office environment, routinely uses standard office equipment (i.e. computers, phones, copy and fax machines, filing cabinets) and is in a high traffic area with continual interruptions. Software commonly used includes Microsoft Office, Colleague, and various other educational applications. Work may also be performed outside of the office and with little to no supervision.
