Summary/Objective
The Senior Human Resources Specialist – Talent & Training plays a vital role in supporting the Human Resources function through three primary areas: key-license talent acquisition and onboarding, training development and delivery, and targeted administrative support. This position is responsible for leading the recruitment and vetting process for key roles and ensuring a smooth, compliant introduction to the organization. It also involves designing and delivering effective training programs, refining departmental training content, and conducting “train the trainer” sessions to promote consistency across departments.
In addition, the Senior Specialist provides high-level administrative support to the HR Director, including employment verifications; drafting memos, job descriptions, and other HR collateral; preparing documentation for compliance and regulatory responses; and assisting with other tasks as assigned. Success in this role requires strong communication and organizational skills, a solid foundation in HR practices, confidence in group settings, and the ability to represent the HR department with professionalism and credibility. The overall objective is to enhance organizational effectiveness by attracting top talent, delivering impactful employee development, and ensuring the HR function operates with efficiency, clarity, and integrity.
Key Accountabilities
Key Employee Recruitment and Onboarding: Lead the full-cycle recruitment and onboarding process for key employees, including job postings, candidate sourcing, screening, scheduling/preparing interviews, selection assistance as requested, and pre-employment processing. Ensure each hire meets licensing, regulatory, and organizational standards. Maintain relationships with external recruiting partners, but seek to develop effective sourcing strategies to minimize reliance on external recruiting agencies by building internal pipelines and outreach.
Training Program Development and Delivery: Design, refine, and deliver training programs that support employee development, compliance, and organizational culture. Serve as a subject matter expert in adult learning principles and training delivery methods. Develop onboarding content, assist departments in updating or enhancing internal trainings, and conduct “train the trainer” sessions to ensure consistent and effective instruction across the enterprise.
Administrative Support and Compliance Documentation: Assist the Human Resources Director in drafting letters, memos, job descriptions, and other official communications. Complete employment verifications, responses to labor & employment, responses to gaming entities, internal memos, and all other communications as requested. Maintain organized records and ensure confidentiality of sensitive information.
Candidate Experience and Relocation Support: When appropriate, coordinate site visits or local tours for out-of-area candidates to ensure they feel welcomed and informed about the community and workplace. Serve as a professional and courteous point of contact throughout the candidate journey, from initial outreach to onboarding completion.
Technology and Reporting: Employ, with a high degree of efficiency, HR software and tools (e.g., Paycom, Microsoft Word, Excel, PowerPoint, Outlook, and others) to draft communications, build reports, track onboarding progress, and maintain employee data. Create training materials and job aids using digital tools and ensure documentation is accurate and up to date.
Collaboration and HR Support: Work closely with other HR and UMCH staff to support department initiatives, team communication, and process improvement. Provide coverage and assistance during high-volume periods or as assigned by the HR Director. Participate in cross-functional projects, initiatives, or events related to employee engagement and training.
Supervisory Responsibilities
This position does not have direct supervisory authority but is expected to lead recruitment and training initiatives with independence and professionalism. The Senior Specialist may coordinate with departmental leaders and serve as a mentor or trainer to subject matter experts participating in training delivery. This role may also provide guidance to administrative staff or interns as assigned by the HR Director.
