POSITION:  CHIEF HUMAN RESOURCES OFFICER

ORGANIZATION OVERVIEW:

 Lorain County Health & Dentistry (LCH&D) is a private, nonprofit, charitable organization dedicated to delivering the highest quality primary and preventive health care to underserved persons of all ages throughout Lorain County, OH and beyond. Founded in 2002, LCH&D first operated as a Federally Qualified Health Center (FQHC) Look-Alike until designated by the federal Health Resources and Services Administration (HRSA) as a funded FQHC in early 2009.

The largest safety-net provider in Lorain County, LCH&D operates six community health centers in Lorain, Elyria, Oberlin and North Ridgeville and provides adult/family medicine, pediatrics, general and specialty dentistry, podiatry, optometry, pharmacy and integrated behavioral health, including Medication for Opioid Use Disorder.  A focused vision, solid mission, effective strategic planning, excellent leadership and management, teamwork, and perseverance have enabled LCH&D to grow significantly over the years.  As a result, LCH&D is a well-known and respected organization locally and at the state and federal levels.

Since its founding, LCH&D has provided over one million doctor and dentist visits.  In 2024, LCH&D treated 18,386 Unduplicated Patients in 62,899 medical and dental visits.  “Quality” is highly valued at LCH&D, and the health center is dedicated to providing the best clinical care and customer service possible.  Today, LCH&D places in the Top 10% for best overall clinical quality measure performance among all health centers nationwide. As such, HRSA recently awarded LCH&D the coveted 2024 Health Center Quality Leader Gold Badge.  LCH&D has more than 120 providers and staff and an $18 million annual operating budget.  In addition to providing excellent clinical care, the organization is well positioned both operationally and financially.

 

REPORTING RELATIONSHIPS:

 The Chief Human Resources Officer of Lorain County Health & Dentistry reports to the CEO and currently supervises the Human Resources Manager.

 

POSITION SUMMARY:

Lorain County Health & Dentistry is a mission-driven, community-based health organization dedicated to improving health outcomes and promoting wellness for underserved populations. We provide comprehensive, culturally responsive primary care, dental, behavioral health, and supportive services throughout Lorain County.

We are seeking a dynamic and strategic Chief Human Resources Officer to lead our HR department during a period of growth and innovation. This executive leader will play a key role in shaping our people strategy, promoting a values-driven culture, and ensuring a best-in-class employee experience.


KEY RESPONSIBILITIES:

  • Lead and oversee all human resources functions including recruitment and retention, workforce development, employee relations, compensation and benefits, performance management, and compliance.
  • Partner with the CEO and executive team to align HR strategies with organizational goals.
  • Direct the design, administration, and continuous improvement of employee benefit programs, including medical, dental, vision, life, disability, and retirement plans.
  • Oversee and complete fiduciary responsibilities and compliance related to the organization's 401(k) plan, ensuring proper governance, reporting, and adherence to ERISA requirements.
  • Lead the development of equitable and competitive compensation strategies, including salary structures, incentive plans, and job classification systems.
  • Provides oversight of key risk management functions, including provider credentialing and privileging, and ensures timely completion of annual high-risk training in compliance with regulatory standards.
  • Serves as the organization’s Compliance Officer.
  • Champion initiatives that support employee well-being and professional growth.
  • Ensure HR policies and practices reflect current laws, regulations, and best practices.
  • Develop metrics and reporting to assess the effectiveness of HR programs and initiatives.
  • Lead workforce planning and succession strategies to meet current and future staffing needs.
  • Foster a safe, respectful, and collaborative workplace across all locations and departments.


QUALIFICATIONS

  • Bachelor’s degree in Human Resources, Business Administration, or a related field — or equivalent combination of education and directly relevant experience.
  • HR certification (e.g., SHRM-SCP, SPHR) preferred.
  • Minimum of 10 years of progressive HR leadership experience. Experience in a senior/executive role is preferred.
  • Experience in healthcare, nonprofit, or community-based organizations strongly preferred.
  • Demonstrated expertise in designing and managing employee benefit programs and retirement plans, including fiduciary oversight of 401(k) plans.
  • Proven experience in building and maintaining fair and competitive compensation structures.
  • Strong knowledge of labor and employment law, including ERISA and ACA compliance.
  • Proven ability to lead organizational transformation, foster healthy work environments, and build high-performing teams.
  • Knowledgeable in HRIS systems i.e ADP, ATS, etc. and learning platforms (Relias Learning)
  • Deep knowledge of federal, state, and local employment laws and HR best practices.
  • Strong interpersonal, communication, and leadership skills.
  • Commitment to the mission, values, and populations served by community health organizations.

 

PUBLIC & PROFESSIONAL ACTIVITIES

  • Local travel between health centers required.
  • Some state travel to conferences and meetings as needed.
  • Attend relevant professional activities such as company sponsored events as needed.
  • Attend and lead trainings and seminars as directed. 
  • Attend and lead meetings as directed. 

 

PHYSICAL DEMANDS

  • Regular computer and telephone use required. 
  • Some lifting of supplies and equipment up to 50 lbs. 
  • 60% walking or standing, 40% sitting at a desk.  Walking through the center is strongly suggested. 
  • Deadlines and the general demands of the job may be exceptionally stressful. 
  • Category III re: exposure to blood, bodily fluids, and communicable diseases.
