Summary The Employee Relations & Compliance Specialist manages employee relations matters, workplace investigations, workers’ compensation, safety/OSHA compliance, training programs, audits, and special HR projects. This role supports a fair, safe, and legally compliant workplace while mitigating risk and promoting consistent application of policies and employment regulations across multiple states.
This position is full-time, Monday – Friday, in-office.
Duties Employee Relations & Investigations
Serve as the primary contact for employee relations issues, including complaints, conflicts, and policy concerns
Conduct prompt, impartial investigations into workplace conduct and policy violations
Document findings, prepare summaries, and recommend appropriate corrective actions
Maintain accurate and confidential employee relations records
Workers’ Compensation
Administer workers’ compensation claims from injury reporting through resolution
Coordinate with employees, supervisors, carriers, and third-party administrators
Track claim status, return-to-work plans, and modified duty assignments
Analyze trends to support cost control and injury prevention
Safety & OSHA Compliance
Support compliance with OSHA and workplace safety regulations
Maintain OSHA logs and safety documentation
Coordinate incident investigations and corrective actions
Participate in safety audits, inspections, and related initiatives
Policy, Compliance, & Multistate Regulations
Interpret and apply company policies and employment regulations consistently
Support compliance across multiple states, including California, Oregon, Washington, and Idaho
Assist with policy updates, implementation, and communication
Identify compliance risks and recommend improvements
Training
Coordinate and deliver training related to employee relations, workplace conduct, harassment prevention, safety, and compliance
Track and maintain training completion records
Audits & Reporting
Support internal and external HR, safety, and compliance audits
Prepare documentation, reports, and metrics for leadership review
Special Projects
Lead or support HR-related special projects, process improvements, and compliance initiatives
Collaborate cross-functionally to support organizational goals
Qualifications Requirements
Bachelor’s degree in Human Resources or related field (or equivalent experience)
5+ years of HR experience with a focus on employee relations, workers’ compensation, and compliance
Working knowledge of employment laws, OSHA, and workers’ compensation regulations
Familiarity with multistate regulations (CA, OR, WA, ID)
Strong communication, documentation, and conflict-resolution skills
Ability to handle sensitive matters with discretion and sound judgment
Preferred
HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP)
Experience supporting safety programs and compliance audits
Working Conditions
Work in downtown Portland office with occasional site visits – up to 10% travel
Ability to manage time-sensitive and emotionally sensitive situations professionally
