Description

Under the general direction of the Executive Director, the Finance/HR Manager’s primary responsibility include
but is not limited to: management and participation in the maintenance and preparation of periodic financial
reporting of all A/R, A/P, budgets and other financial processes.
Human Resources responsibilities include, but are not limited to, processing of payroll duties, management of
leave banks, employee benefits and correspondence with staff and outside vendors concerning authority
business. Responsible for the accuracy and integrity of external financial statements and reports, including
HUD and IRS reporting.
*** The two roles listed above is for in house record tracking/keeping, HUD reporting requirements, NAHASDA
reporting requirements, maintaining for the Housing Department, and as needed for the Housing Director.
Caddo Nation Housing Authority follow the Caddo Nation Policies and procedures for both Finance and HR
Departments.***

Qualifications

QUALIFICATIONS:
Associates Degree in Business, Accounting Finance, or Economic is required, or an equivalent
combination of education and experience. Experience in Human Resources is necessary.

KNOWLEDGE, SKILLS, AND ABILITIES:
• Show through experience and training or Post-Secondary Education that you possess the quality level of knowledge and skill necessary to perform the duties of the position. The skills and knowledge of principles and practices of general fund and governmental accounting, including financial statement
preparation and methods of financial and internal controls, and audit principles and practices would generally be obtained with five or more years of experience in financial management, strategic development, preparing profiling and monitoring budgets and financial planning.
• Ability to create and maintain effective teamwork with staff, vendors, Board of Commissioners and tenants.
• Possess excellent oral and written communication skills
• Possess personable skills in stressful situations to deal tactfully and in a courteous and professional manner with staff, vendors, Board of Commissioners and tenants.
• Familiarity with HUD programs on federal, state and local levels.
• Ability to accept corrective criticism and respond with a degree of acceptability to correct issues in a non-defensive manner.
• Ability to develop effective strategic and operational planning skills.
• Working knowledge of or willingness to learn computer software and systems: Excel, MSWord, PowerPoint, Outlook Email, Housing Data System (HDS) and QuickBooks.
• Ability to work with percentages and ratios and to interpret and create spreadsheets.
• Must be self-motivated and a self-starter.
• Must be willing to travel for trainings or meetings: both in-state and out-of-state.
• Ability to read, interpret and analyze written human resource documentation, labor laws and regulations, professional journal and staffing procedures
