SCOPE OF WORK: The HR Generalist will play a critical role in supporting the overall success of the Standing Rock Sioux Tribe by managing its human capital effectively. Broad responsibilities include; recruitment, onboarding, training, employee appreciation, employee wellness, employee relations, and maintenance of HRIS software and personnel files, while ensuring a positive and productive HR experience. 

 

SUPERVISION: The HR Generalist will work under the supervision of the Human Resource Director, who will provide guidance, direction and conduct performance evaluations. 

 

DUTIES AND RESPONSIBILITIES:

  1. Recruits, interviews, and facilitates the hiring of applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings.
  2. Generating and maintaining job postings for assigned positions while fostering an effective and efficient process for programs; and identifying avenues for recruitment activity. 
  3. Receiving, organizing, and managing job applications utilizing HRIS and providing a positive applicant experience.
  4. Serve as a point of contact for applicants (utilizing HRIS, email, and telephone), answering questions and providing updates on the application process. 
  5. Work with supervisors and directors to streamline the application and onboarding process; ensuring a positive employee life-cycle experience. 
  6. Assist program with training needs and maintenance of training programs including facilitating necessary trainings. 
  7. Performs routine tasks required to administer and execute human resource processes including but not limited to compensation, benefits, and leave; disciplinary matters; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  8. Gather, analyze, and interpret HR data to improve organizational efficiency and inform HR strategies and processes. 
  9. Collects and compiles HR metrics and data from a variety of sources including the human resource information system (HRIS) and payroll outputs, management and employee surveys, exit interviews, employment records, government labor statistics, competitor’s practices, and other sources.
  10. Analyzes data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation, turnover, and compliance with employment laws and regulations.
  11. Prepares reports of data results, presenting and explaining findings to HR Director.
  12. Based on metrics and analysis, makes recommendations for policies and activities to improve the organizational culture including suggestions to attract and hire qualified candidates, to motivate and retain employees, to address staffing issues, and to maintain compliance.
  1. Facilitates implementation of new training, development, recruiting, and other related initiatives.
  2. Ensures compliance with data privacy regulations including but not limited to (Health Insurance Portability and Accountability Act (HIPAA), Protected Health Information (PHI), & Personal Identifiable Information (PII) and staying abreast of new and best practices. 
  3. Coordinating, scheduling, and/or conducting new hire orientation and on-boarding for new employees.
  4. Prepare and process personnel action letters, file and update information in the appropriate systems.
  5. May conduct reconciliation of program fund accounts, prepare budget modifications and journal vouchers (JV); consults with department staff regarding budgets and expenditures as needed. 
  6. Requesting criminal history records as appropriate and in compliance with Policy and Procedures, Tribal and Federal Laws and regulations according to the designation of the position.
  7. Conduct verbal and written investigation related to background adjudication screening. 
  8. Assist with requesting driver license status and driver monitoring.
  9. Review and process unemployment claims, employment verifications, and audits requests. 
  10. Other duties as assigned. 

 

QUALIFICATIONS:

  1. Bachelor’s degree in Human Resources, Management, Business Administration or related field with years (3) years documented work experience in Human Resource, recruitment or various human resource related processes preferred. In lieu of minimum education requirement will consider an Associate’s Degree in Business Administration or related field with years five (6) years documented work experience in Human Resource, recruitment or various human resource related processes. 
  2. Solid analytical skills with ability to comprehend vital information and data. 
  3. Strong computer skills with working knowledge of Microsoft Office (Word, Excel, Access, Outlook) applications. 
  4. Proficient with the operation of standard office equipment (copy, fax, scanners, telephone). 
  5. Effective knowledge of protection of confidential and sensitive (hard copy and electronic) records.
  6. Strong verbal and written communication skills and request clarification when needed.
  7. Excellent customer service skills; maintain tact, courtesy, composure and flexibility when dealing with a variety of situations and personalities.
  8. Effective and clear explanation of various policy and procedures.
  9. Practice and enforce confidentiality regarding records and information. 
  10. Possess and maintain valid driver’s license and meet insurability requirements.

 

JOB REQUIREMENTS:

  1. Ability to effectively utilize various Human Resource Information Systems.  
  1. Demonstrate thorough understanding of various SRST Codes and Policies including: Title XVlll – Tribal Employees, Title XXVII – Code of Ethics, Compensation Plan, Drug Free Workplace Policy, PL 101-647, Records Manual, Personnel Policies & Procedures, and the Financial Management Policies. 
  1. Demonstrate effective knowledge of Tribal and Federal Employment Laws as it pertains to Tribal Government Operations. 
  2. Ability to obtain and maintain HR related training and certification including: SHRM, THRP, Drug Testing, Records Management, PII, etc. 
  1. Ability to obtain and maintaining fingerprint scanning procedures and techniques to assist in conducting pre-employment and re-investigation background checks.
  2. Ability to assist in fostering and maintaining positive relationships. 
  3. Ability to assist in promoting proactive approaches to solve HR concerns, while also enhancing the understanding and acceptance of the HR capabilities.
  4. Ability to serve as point of contact to in human resource related activity and processes for your assigned programs.

  1. Ability to communicate with programs, public, and Tribal Entities and process correspondence as needed. 
  2. Ability to assist in mail and copy room duties as requested. 
  3. Ability to participate in area career and job fairs at local schools, colleges, and conferences. 
  1. Identifies and recommends reasonable short- and long-term goals, milestones, and benchmarks for key performance metrics.
  2. Ability to provide information on the Personnel Policies & Procedures, Employment Codes, Health Insurance, Retirement/401k, HR forms and processes. 
  3. Ability to understand and comply with laws and policies related to confidentiality; position may become aware of high level confidential information that encompasses both employee related and corporate sensitive data.
