SUMMARY OF PRIMARY JOB FUNCTION:   Performs paraprofessional and technical human resources duties including but not limited to, recruitment and selection; organizing, coordinating, and participating in the development and implementation of training programs; assuring compliance with Parish human resources policies and procedures and a variety of state and federal laws; serves as benefits coordinator; files reports with Workers’ Compensation carrier; serves as primary payroll processor, and completes associated reporting.  Position requires exercising of considerable discretion in the protection and release of confidential information and entails frequent and involved interaction with individuals of all levels within the organization.  QUALIFICATIONS:  Sufficient experience and education to provide the required knowledge, skills, abilities and to perform the essential duties of position.  A typical way of obtaining the required qualifications is to possess a bachelor’s degree in human resources, business administration, or related field and three years increasingly responsible work experience in human resource field; or equivalent combination of education/training and experience.  Must possess a valid Louisiana driver's license and driving record acceptable to Parish’s Risk Manager.  Professional in Human Resources (PHR) certification desirable.  Previous experience with ADP HR and/or Payroll platforms a plus.  OTHER:   Considerable knowledge of federal, state and local laws, regulations and rules pertaining to assigned program areas; strong  interpersonal skills; ability to communicate effectively orally and in writing, prepare clear, concise, and accurate correspondence, records, and reports; proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
