CASA & CASA IN ACTION SYNOPSIS:

CASA has a sister organization, CASA in Action, a separate, but related, nonprofit organization that is exempt from federal income tax under section 501(c)(4) of the Internal Revenue Code.  Although CASA and CASA in Action share a common goal of supporting immigrants and low-income people in Maryland, Pennsylvania, Virginia, and Georgia, they are separate organizations with their own board of directors.  A set of employees at the two organizations, including the person filling this position, shares their time between the two organizations.  This has no effect on salary or benefits.

DEPARTMENT SYNOPSIS:

The Administrative Department at CASA Inc. provides administrative support to all programs and departments at CASA.  The Administrative Team is responsible for the overall operation of the organization including site management, information technology, and human resources.

POSITION SUMMARY:

We are seeking a dynamic and experienced HR Generalist with knowledge of union environments to join our team. The ideal candidate will be responsible for running the daily functions of the People and Culture department (Human Resources), including hiring and interviewing staff, administering pay and benefits, managing employee engagement, resolving conflict matters and leave issues, and enforcing organizational policies and practices. You will also support all HR functions, including recruitment, employee relations, compliance, and development, while managing union relations and ensuring labor agreements are adhered to. The HR Generalist will work closely with management to ensure alignment between business objectives and HR initiatives in a unionized environment.

SUPERVISORY RESPONSIBILITIES:

The HR Generalist may oversee the scheduling, assignments, and daily workflow of department staff, ensuring smooth operations. They will assist with performance evaluations, providing constructive feedback and coaching to support staff development. Additionally, the HR Generalist will foster a collaborative team environment and ensure alignment with departmental goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Support the recruitment and onboarding of qualified candidates. Collaborate with leadership to identify required skills and competencies for open positions.
  • Track and document compliance with mandatory and non-mandatory training, continuing education, safety training, anti-harassment programs, and certifications. Oversee employee assessments and professional development programs.
  • Implement new hire orientation and employee recognition programs. Design and maintain HR policies, procedures, and ensure adherence to applicable laws.
  • Develop and implement recruitment strategies to attract top talent. Process employment verifications and reference letters.
  • Manage HR programs related to performance management, talent management, productivity, employee recognition, compensation, benefits, leave, disciplinary actions, safety, and training.
  • Participate in employee disciplinary meetings, terminations, and investigations. Provide support in resolving disputes.
  • Assist with I-9 audits and ensure compliance with state and federal employment regulations. Support routine departmental audits and maintain HR policies to align with legal requirements.
  • Support HR team members with professional development, training management, and performance evaluations. Administer health benefits enrollments, terminations, and open enrollment.
  • Coordinate employee leave processes, including FMLA and personal leaves, ensuring timely documentation and processing.
  • Assist manage employee exit procedures, ensuring compliance with company policies.
  • Assist with troubleshooting HR system issues, including password resets and corrections in ADP.
  • Stay up to date with trends, best practices, and regulatory changes in HR, talent management, and employment law.
  • Perform additional duties as required to support the HR department.

QUALIFICATIONS:

  • Bachelor’s degree in Human Resources or related field preferred.
  • Human Resources knowledge is required, SHRM_CP certification is a plus.
  •  4+ years of solid HR experience in a Generalist role or similar capacity.
  • Knowledge on implementing recruitment strategies is a Plus.
  • Knowledge on development and retention of personnel experience is preferred.
  • Any experience working for or volunteering with a non-profit.
  • Any experience working with unionized organizations.
  • Valid US Driver’s License and reliable transportation.
  • Bilingual in Spanish and/or French is a plus.

  • Ability to act with integrity, professionalism, and confidentiality. 
  • Thorough knowledge of employment-related laws and regulations. 
  • Proficient with Google and Microsoft Office Suite or related software.
  • Proficiency with ADP or the ability to quickly learn the organization's HRIS and talent management systems.

Who is eligible?

  • All full time and part time permanent positions working 20 hours or more per week.
