GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.

The Human Resources (HR) Generalist, Academy Administration provides moderately complex HR work.  This position works with limited supervision and has latitude for the use of initiative and independent judgment.  The HR Generalist, Academy Administration is responsible for administering, coordinating, and managing the full Academy recruitment, onboarding and staffing lifecycles. Responsibilities include but are not limited to posting, screening, vetting, performance management, career development, transition and offboarding related to the Academy program.  

This position reports to the Unit Chief, Analytics & HR Initiatives and work is performed at the TDEM Headquarters located in Austin, Texas. This position is not a telecommuting position. 

SALARY: $5,724.74 or $6,301.98 monthly ($68,696.88 or $75,623.76 annually)

*Classification and salary will be determined based on level of education, experience, and skillset by the Chief Human Resources Officer.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Administers and manages the full recruitment and staffing lifecycle related to the Academy program.

  • Serves as a liaison for the recruitment and staff development for the Academy program.

  • Provides guidance to cadet applicants, navigating the hiring requirements and transitioning from pre-Academy to post-Academy.

  • Collaborates and provides guidance to hiring managers regarding hiring needs of cadets and instructors for the Academy program.

  • Manages Evergreen job postings for the TDEM Emergency Management Cadet and coordinates with the Training Division as needed. Assists hiring managers in Workday as needed.

  • Conducts Cadet HR orientation, processing, onboarding, and offboarding.

  • Maintains the roster of current TDEM Cadets and graduates of the Academy.

  • Assesses graduating Cadets’ eligibility for TDEM positions based on their education level and work experience.  May make recommendations on cadet career paths to leadership.

  • Partners and collaborates with the Training Division to understand the Academy’s challenges and identify HR needs and opportunities for improvement.

  • Monitors and tracks timelines of related events such as academy start/end dates, graduation dates, cadet mixer dates, etc.

  • May assist with coordinating and providing logistical support for events and programs.

  • Creates or maintains desk aids, process flow charts, presentation slides, and other HR-related informational resources.

  • Assists with maintaining job descriptions of graduates of the Academy for specific verbiage related medical malpractice coverage and EMT certifications.

  • May collaborate with HR Business Partners and/or perform New Employee Orientation.

  • May assist the Training Division with research and development of outreach efforts, recruiting sources, and identifying external employer partners for the Academy.

  • May collaborate with the Training Division to attend career fairs, recruiting events, and cadet mixers for the Academy.

  • Provides administrative support to help ensure program compliance for HR-related programs in the Analytics & HR Initiatives unit.

  • Assists in compiling and preparing reports and documents related to HR activities.

  • Assists in conducting studies regarding staffing projections, arising challenges and issues, and may recommend actions.

  • Assists with the interpretation and application of policy and protocols.

  • Analyzes, develops and proposes solutions to issues by following procedures or applying policy.

  • Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms.

  • Performs credential verifications, background screenings, reference checks, I-9 and verifies documentation.

  • Prepares and maintains employment files and posting files for accuracy and ensures compliance with applicable laws and regulations.

  • May conduct exit interviews and offboarding process specific to cadet experience.

  • May assist and provide support within HR when needed.

  • Face-to-face and person-to-person interactions are required. 

  • Maintain a regular course of attendance during assigned work schedule and work extended hours when needed. 

  • Performs other related duties as assigned.

  • May travel up to 20%.

MINIMUM QUALIFICATIONS:

Level II

Education – Bachelor’s Degree in applicable field.

Experience –  One (1) year of HR related work experience.

Level III

Education – Bachelor’s Degree in applicable field.

Experience –  Two (2) years of HR related work experience. 

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in Human Resources.

  • HR-related work experience working for a state agency or institution of higher education. 

  • HR related experience, HR college course work or an HR certification.

  • Two (2) years or more of practical HR work experience within the areas of recruitment and onboarding.

  • Proficiency in spreadsheet software and PowerPoint.

  • Experience with Workday

*Additional work experience or the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience. 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of HR management principles, HR core processes, and other federal or state HR-related regulations.

  • Knowledge of the Fair Labor Standards Act (FLSA).

  • Knowledge of full-cycle recruitment.

  • Knowledge of onboarding and offboarding functions.

  • Knowledge of business processes and workflow related to the Academy program.

  • Knowledge of Workday and other HRIS related systems.

  • Skill in oral and written communication including active listening.

  • Skill in using a computer. Proficiency in Word, PowerPoint and Excel.

  • Skill in multi-tasking, prioritizing and organization.

  • Ability to apply Federal, State Laws, Texas A&M University System (TAMUS) and agency guidance to a formal process.

  • Ability to present to small and large groups.

  • Ability to coordinate with internal and external stakeholders.

  • Ability to create PowerPoint presentations and informative web content focused on HR topics.

  • Ability to multitask and handle competing timelines.

  • Ability to execute critical thinking when analyzing situations.

  • Ability to maintain confidential and sensitive information.

  • Ability to maintain regular schedule of attendance.

  • Ability to communicate with tact and diplomacy. 

REGISTRATION, CERTIFICATION OR LICENSURE:

Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
