GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.

The Human Resources (HR) Generalist, under general supervision, performs moderately complex work by supporting various HR functions such as employee administration, staffing, recruitment, onboarding, offboarding, performance management, classification, data analytics, benefits administration, training and development, and compliance. This position is introductory to the field in HR focused on learning and developing various aspects of HR core competencies and understanding day-to-day HR related functions.  

This position reports to the Unit Chief, Benefits & Leave and work is performed at the TDEM Headquarters located in Austin, Texas. This position is not a telecommuting position.

*Hourly rate is fixed at $30.37 (Approximately $63,169.60 annually) and is not negotiable.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Assists the Benefits & Leave Unit with general administration to coordinate and guide TDEM management and agency employees on the basic process and completion of forms related to the Family & Medical Leave Act (FMLA) and Veteran’s Medical and Mental Health Care Leave. May include new medical leave provisions as enacted.

  • Assists with administrative paperwork processes, recordkeeping, case management and maintenance for Family & Medical Leave Act (FMLA), Veteran’s Medical and Mental Health Care Leave, and other related duties as assigned.

  • Assists with leave monitoring in Workday for Family & Medical Leave Act (FMLA) and Veterans’ Medical and Mental Health Care Leave.

  • Provides administrative assistance, support and delivery of the business operations for the TDEM Human Resources Division (HRD) assisting with the Analytics & HR Initiatives Unit, Benefits & Leave Unit or Talent Management Unit.

  • Responsible for direct assistance and support of the Benefits & Leave Unit.

  • Performs HR support functions related to general data analysis, benefits, classification and compensation, employee relations, onboarding, performance management, organizational development, staffing, recruitment and agency initiatives.

  • Assists with creating or maintaining desk aids, process flow charts, presentation slides, and other HR-related informational resources.

  • Research and consults with senior HR staff on the interpretation and application of policy, protocols, processes and program requirements.

  • Assists with data entry and updates for personnel actions, maintaining confidentiality of sensitive information.

  • Assists with job descriptions and required updates.

  • Assists with employment verifications.

  • Assists with performance management.

  • Assists HR staff members with special projects or assignments. 

  • Assists with the agency’s new hire orientation, processing, and onboarding and offboarding functions.

  • Performs credential verifications, background screenings, reference checks, I-9 and verify documentation.

  • Prepares and maintains employment records for accuracy and to ensure compliance with applicable laws and regulations.

  • Under supervision and guidance, analyze, develop, and propose solutions to issues by following procedures or applying policy.

  • Contributes to divisional planning, developing, revising, and implementing HR policies, procedures, and forms.

  • Provides technical assistance related to Workday or other commonly used applications and software.

  • Reviews HR-related inquiries and routes to appropriate team members as needed.

  • Provides support with conducting internal reviews of HR systems, HR data/reports, and related programs for accuracy and compliance.

  • Track and maintain progress of assigned projects and tasks. Provide routine status updates.

  • Assists in compiling and preparing reports related to HR activities and metrics.

  • Perform other related duties as assigned.

  • Face-to-face and person-to-person interactions are required.

  • Maintain regular course of attendance during authorized work schedule.

  • Ability to travel up to 5%.

MINIMUM QUALIFICATIONS:

Education – A Bachelor’s Degree in applicable field or equivalent combination of relevant education and experience may be substituted as appropriate with thirty (30) semester hours equivalent to one (1) year. A completed advanced degree in an applicable field may also be substituted in lieu of a bachelor’s degree in an applicable field.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in Human Resources.

  • Experience working for a state agency or institution of higher education.

  • HR related experience, HR college course work or an HR certification.

  • Proficiency in spreadsheet software and PowerPoint.

KNOWLEDGE, SKILLS AND ABILITIES:

  • General knowledge of HR management principles, HR core processes, and other federal or state HR-related regulations.

  • Ability to apply Federal, State Laws, Texas A&M University System (TAMUS) and agency guidance to a formal process.

  • Ability to coordinate with internal and external stakeholders.

  • Skill in oral and written communication including active listening.

  • Skill in using a computer.

  • Skill in multi-tasking, prioritizing and organization.

  • Proficiency in Word, PowerPoint and Excel.

  • Ability to create PowerPoint presentations and informative web content focused on HR topics.

  • Ability to utilize TAMUS software systems.

  • Ability to execute critical thinking when analyzing situations.

  • Ability to maintain confidential and sensitive information.

  • Ability to maintain regular schedule of attendance.

  • Ability to communicate with tact and diplomacy. 

REGISTRATION, CERTIFICATION OR LICENSURE:

Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
