Position Summary
Under the supervision/direction of the Human Resources Department (HR) Director is responsible for
assistance to the HR Director in the development, implementation and maintenance of a fair, equal, and
comprehensive HR Program. This includes HR operations, HR Staff supervision, talent acquisition, pay
and classification, employee benefits, employee development and training, employee wellness, employee
relations and discipline and strategic planning.

Essential Duties and Responsibilities
Performs Human Resources duties in an office setting,
Create and maintain Reference Desk Manual of duties and responsibilities;
Assist in the planning of human resources functions and staff development;
Provide support to departments, which includes interpreting laws, rules, regulations and policies
related to human resources;
Assist in recommendations for policy and procedural changes;
Assist in the upkeep of the approved salary plan and in updating the employee census and working
with the contractor on the updates for the plan;
Assist in the development and implementation of the department budget, goals and objectives;
Assistance as needed to the HR staff in the completion of their duties;
Responds to requests for information from employees, community members, tribal officials and
general public regarding a variety of HR procedures, programs, job opportunities, benefits and/or
other related information;
Assist employees with iSolved training and issues. i.e., timecard issues, tax wizard, EE uploading
documents.
Serves as the lead resource for team leaders in handling employee issues and assist them in
counseling employees, conducting evaluations, staff training, problem-solving and consensusbuilding;
Assist with processing complaints regarding sexual harassment, discrimination, or other instances
of workplace harassment and assist in any necessary investigations and disciplinary actions.
Communicates with the 3rd Party background company regarding all submitted background
applications; check background portal on a daily bases for updates. Follow-up on background
sections that are incomplete, when no response is received, or where issues arise. Finalize
background through adjudication process, contact applicant on outcome of background, and
maintain and file background report in secured file cabinet;
Lead contact with Department of Justice Fingerprinting Program and maintenance of
documentation.
Assist with all recruitment, interviews, promoting vacancies at Job Fairs
Assist HR Generalist when needed with employee benefits; to included: yearly enrollment, issuance
of employee benefit forms, following up on returned forms, entering and deleting benefits into/from
portal, reconciling invoices and deductions.
Check unemployment portal daily, process and submit required documents for unemployment
claims which may include the HR representation for any hearings;

Serve as an appointed representative for the 401k committee which will be appointed by the Tribal
Council and responsible for attending meetings, disseminating information and assisting employees
with their accounts;
Supervises and assist in the evaluation of assigned staff within the HR department;
Performs duties of Human Resources Director in their absence;
Assist with establishing and maintaining employee files to document personnel actions in
accordance with legal requirements and organizational needs, as needed;
Maintains and updates Access Database of all current and former employees; maintains a live
census of all current employees.
Assist Directors/Supervisors with updating/creating new job descriptions through the process of
review, assign class codes and recommendations for approval; upload approved job description to
the HR Shared Drive.
Updates the HR Director on any matters relating to the department; and
Maintains confidentiality of all privileged information.
Contributes to a team effort.
Performs other duties as assigned or required.
Knowledge, Skills, and Abilities
Knowledge of tribal, federal, and state laws and regulations related to the human resources area of
projects;
Knowledge of research methods, techniques and standard sources of information as they relate to the
principles of human resources;
Knowledge of policy analysis theory and techniques, fiscal, grant and budget preparation
administration;
Knowledge of SCP policies pertinent to the expenditure of funds relative to the mission to include
required SCP fiscal documentation;
Knowledge of funding source agreements and any applicable requirements for approved positions;
Knowledge of applicable Code of Federal Regulations;
Knowledge of SCP personnel hiring, pay, discipline and termination procedure;
Knowledge of methods and techniques of personal motivation, organization, supervision and
evaluation in order to emphasize accountability;
Knowledge of time management and the effect on one's well-being and stress level;
Knowledge of appropriate personnel requirements such as Equal Opportunity Act, Civil Rights Act,
Age Discrimination in Employment Act, Sexual Harassment prohibitions;
Knowledge of the steps to effective conflict resolution;
Knowledge of problem solving techniques;
Knowledge of project evaluation procedures and processes;
Skill in strong leadership, supervisory, negotiation, and interpersonal skills for restructuring priorities
to meet changing goals or objectives;
Skill in supervising, training and evaluating assigned staff;
Skill in applying the accepted principles of delegation;
Skill in writing letters and reports and filling out forms for routine operations;
Skill in collecting, grouping, organizing information;
Skill in building group consensus to meet objectives through give and take;
Ability to develop new insights into situations in order to improve the situation, increase efficiencies,

Ability to function as an effective team member to interact and communicate effectively with staff
and tribal leadership and able to recognize changing conditions, develop alternative strategies and
take appropriate action;

and to recognize and correct unsafe practices and conditions;

Ability to perform computer skills such as word processing, software applications, email, internet and spreadsheets;
Ability to maintain confidentiality of information consistent with applicable federal, state, tribal rules and regulations;
Ability to perform duties under stressful and adverse conditions, such as long work hours, and emergency situations;
Ability to read, analyze, and interpret complex documents;
Ability to develop and recommend reporting systems for monitoring project status;
Ability to set priorities and plan the sharing of limited resources needed for competing projects and analyze project performance relative to given objectives.
Minimum Qualifications
Bachelor's degree in Human Resources Management, Public Administration with a minimum of six (6) years of human resources experience in a supervisory, managerial, administrative or professional position or any equivalent combination of education, training and experience. Experience time will be considered on an individual basis.
Must be able to obtain a certification in the area of employee background investigations and adjudication.
Must have four (4) year of Supervisory Experience required.
Possess strong computer skills (i.e. Word, Excel, and PowerPoint) and experience with varying databases.
Excellent writing and communications skills, strong organizational and interpersonal skills is a must.
Punctual and regular attendance is an essential responsibility for this position and Business Casual attire is required.
