Description

Job Title: Human Resource Manager

FLSA Status: Exempt

Reports to: Chief Operating Officer

Department: Administration

Preparation Date: May 2025

JOB SUMMARY

The Human Resource Manager effectively executes responsibilities across several key functional areas, including benefits administration, employee relations, training, performance management, onboarding/offboarding processes, policy implementation, recruitment/employment, and ensuring compliance with employment laws. To excel in this role, an individual must demonstrate proficiency in each essential function. The following requirements reflect the necessary knowledge, skills, and abilities.

DUTIES AND RESPONSIBILITIES

  • Assists in crafting and interpreting organizational policies, procedures, and guidelines to uphold alignment with Prestera Health Services’ mission while ensuring compliance with laws, regulations, and accreditation standards.
  • Manages the end-to-end process for recruiting, interviewing, onboarding, and hiring new staff.
  • Collaborates with the team to enhance or develop systems, processes, controls, and procedures, elevating the efficiency of HR operations to deliver exceptional customer service.
  • Oversees the performance management review process, ensuring consistency, fairness, and timeliness.
  • Offers guidance and support to management on employee relations matters, ranging from coaching to corrective action, fostering a positive work environment through fair and consistent conflict resolution.
  • Liaises with employee benefits vendors to ensure competitiveness and addresses any benefit-related concerns among employees.
  • Develops and reports metrics to track the effectiveness of talent development initiatives, aligning them with Prestera Health Services objectives and strategies.
  • Leads recruitment efforts for exempt and nonexempt personnel, including temporary employees, conducting background checks, new-employee orientations, monitoring career-pathing programs, and crafting and posting advertisements.
  • Maintains and updates the employee handbook for accuracy and timely distribution to employees.
  • Stays informed about legal requirements and government reporting regulations impacting human resource functions, ensuring policy and procedure compliance.
  • Maintains human resource information system records and generates reports from databases.
  • Actively participates in internal committees and initiatives and represents the Center in external committees and activities as necessary.
  • Undertakes additional duties as assigned.

 SUPERVISORY RESPONSIBILITIES

Direct and indirect supervisory responsibilities are required.

Qualifications

QUALIFICATIONS AND REQUIREMENTS

EXPERIENCE, KNOWLEDGE, AND SKILL REQUIREMENTS:

  • In-depth knowledge of HR best practices, employment laws, and regulations
  • Strong leadership and interpersonal skills
  • Demonstrated leadership ability and exceptional organizational skills
  • Excellent communication and negotiation abilities
  • Flexibility to adapt to changing priorities and work in a fast-paced environment
  • Proven track record of building positive employee relations and fostering a collaborative work environment
  • Experience with HRIS systems and proficiency in Microsoft Office Suite
  • Ability to handle confidential information with discretion and integrity
  • Thorough understanding of the healthcare system
  • Experience or prior training in the behavioral health field preferred
  • Minimum of three years in a supervisory role
  • Must be able to lift 30 lbs.

     EDUCATION AND TRAINING REQUIREMENTS:

  • Bachelor’s degree in human resources, Business Administration, or related field; master’s degree preferred.
  • HR certification (e.g., SHRM-CP, PHR) preferred.
