JOB TITLE: HR SPECIALIST

JOB PURPOSE:

Provide support and act as resource in managing key areas of Labor Relations, Safety, Employment/Recruitment, Benefits Administration, Training & Development, Employee Communications, Site Security, Compliance issues, Salary Administration, and Recordkeeping. 

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Perform all job duties & responsibilities in a safe manner according to company safety policies; responsible to ensure employees’ compliance with safety policies and all other company policies.
  2. Supervise the work of subordinates including but not limited to their adherence to all company and safety policies; address all issues in a timely manner. 
  3. Advise management and employees regarding interpretation, administration, and resolution of contractual matters.
  4. Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements; oversee benefits administration.
  5. Advise managers on organizational policies such as equal employment, sexual harassment, discrimination, and recommend changes as needed.
  6. Establish and implement short- and long-range departmental goals, objectives, policies and operating procedures that are responsive to the needs of the company's growth and objectives.
  7.  Work with senior mill management to develop collective bargaining goals and participate on negotiating team.
  8. Responsible for Labor Relations with two unions including policy development, grievance resolution, and contract administration.
  9. Oversight of recruitment process including interviewing, pre-screening, testing, reporting; works with recruiting firms as needed to find applicants for hard to fill positions. Facilitates terminations.
  10. Liaison with workers compensation provider regarding work-related injury claims and return to work issues; coordinate return to work of injured workers with departments.
  11. Maintain Emergency Response Plan with input from Emergency Plan Steering Committee
  12. Responsible for and/or oversight of safety program development, policy implementation, training, enforcement, and coordination.
  13. Provide advice on dealing with employee disputes, administering discipline, and termination of employees.
  14. Develop and oversee new employee orientation to ensure awareness of all safety, compliance, and legal requirements.
  15. Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, safety, compensation, labor relations, payroll, and employee relations.
  16.  Facilitate job evaluations and merit increases; recommend promotional increases and other salary adjustments.
  17.  Oversee current and historical records regarding benefits, compensation, personnel, training and other HR records.
  18. Ensure compliance with State and Federal laws and regulations relative to human resources, benefits, compensation, training, etc.
  19. Maintain current professional and technical knowledge and advise management of pending changes.
  20. Oversee Emergency Response Team including required training, guidelines, and protocols.

JOB REQUIREMENTS:

  1. 4-year college degree and related experience  
  2. Knowledge of laws, legal codes, precedents, regulations, executive orders, standards, and agency rules applicable to employment, safety, benefits, policies, union issues, payroll, etc.
  3. Professional, effective oral and written communication skills and analytical processes.

SUPERVISORY RESPONSIBILITIES: 

Plan, direct, supervise and coordinate work activities of Safety Specialist and Support Specialist and Emergency Response Team Coordinator in performance of ERT duties.
