The HR Specialist provides comprehensive human resources support across a designated geographic area within the organization’s Intellectual and Developmental Disabilities (IDD) and Behavioral Health services. This role is responsible for delivering high-quality HR services while serving as the primary recruiter for assigned locations. In addition to supporting employee relations, compliance, onboarding, and acquisitions, the HR Specialist partners with leaders to attract, hire, and retain top talent.
Because this position directly supports employees and individuals who are deaf and/or hard of hearing, fluency in American Sign Language (ASL) is required to ensure effective communication, employee engagement, and alignment with organizational values of accessibility and inclusion.

DUTIES AND RESPONSIBILITIES:
General HR Support
- Provide day-to-day HR support to employees and managers, including HRIS updates, personnel file audits, and responding to employee inquiries.
- Process employment changes such as promotions, transfers, and terminations in coordination with payroll and HR systems.
- Assist with employee relations matters, including documentation, investigations, and follow-up under the guidance of HR leadership.
- Support leave of absence administration (FMLA, ADA, and related accommodations).
Recruiting & Talent Acquisition
- Lead full-cycle recruiting for assigned geographic area, including posting positions, sourcing candidates, conducting initial interviews, and coordinating hiring manager interviews.
- Develop and maintain strong candidate pipelines for high-demand roles such as direct support professionals and clinical staff.
- Partner with hiring managers to understand workforce needs and deliver tailored recruiting strategies.
- Attend career fairs, community events, and networking opportunities to promote the organization and attract diverse candidates.
- Ensure all recruitment and selection practices are inclusive and accessible to deaf and hard of hearing candidates.
- Manage pre-hire activities including background checks, references, and pre-employment paperwork.
Onboarding & Retention
- Coordinate new hire orientation, ensuring a welcoming and accessible experience for all employees.
- Provide direct support to deaf and hard of hearing employees during onboarding, utilizing ASL fluency to facilitate communication.
- Partner with managers and HR leadership to implement retention strategies and support career development initiatives.
Compliance & Reporting
- Conduct audits of licensure, certifications, background checks, and I-9 documentation.
- Track compliance requirements for training and credential renewals.
- Generate and analyze HR and recruiting metrics to identify trends and support decision-making.
Acquisition Support
- Assist with integration of acquired employees, including personnel file reviews, compliance alignment, and onboarding activities.
- Provide recruiting support during acquisition transitions to ensure adequate staffing levels.
Other Responsibilities
- Actively contribute to HR projects such as engagement surveys, recognition programs, and policy updates.
- Maintain strict confidentiality of sensitive information.
- Perform other related duties as required to support HR and organizational goals.
SUPERVISORY RESPONSIBILITIES:
This position has no supervisory responsibilities.
MINIMUM QUALIFICATIONS :
- Bachelor’s degree in Human Resources, Business Administration, or related field preferred; equivalent work experience may be considered.
- Minimum of 2 years of HR experience, with at least 1 year in recruiting or talent acquisition.
- Prior experience in healthcare, behavioral health, or human services preferred.
- Fluency in American Sign Language (ASL) required.
- Knowledge of employment laws, FMLA, ADA, FLSA, and HR compliance practices.
- Proficiency with HRIS systems (e.g., Workday, ADP) and Microsoft Office Suite.
- Strong interpersonal and communication skills, with the ability to build trust with employees and candidates at all levels.
- Excellent organizational skills, attention to detail, and ability to manage multiple priorities in a fast-paced environment.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
- Regular use of computers and standard office equipment.
- Ability to sit or stand for extended periods.
- Travel may be required within assigned geographic area, including occasional overnight stays.
- Ability to communicate effectively in ASL and English across diverse settings (office, residential programs, community events).
