The HR Specialist shall have expertise in Staffing and Recruitment under the competitive examining and hiring process in the following areas:
- Category Rating - A category-based rating method that is an alternative way to assess job applicants for positions filled competitively.
- Delegated Examining Operations Handbook - A handbook to help agencies with delegated examining authority by providing guidance, options, and operating procedures.
- Hiring Flexibilities in the Examining Process - Index for the Delegated Examining Operations Handbook; refer to Chapter 2, Section A for a review of hiring flexibilities.
The HR Specialist will serve as technical expert in pay-setting, student employment programs, human capital hiring, recruitment and retention flexibilities and incentives, superior qualifications, student loan repayment program, reduction in force and furlough. Prepares vacancy announcements, positions descriptions, assists managers with development of appropriate evaluation criteria, etc. Reviews the applications received in response to the announcements. Evaluates qualifications of applicants including those of professional, managerial, executive, and hard-to-fill occupations. As a member of the Delegated Examining team, conducts rating and ranking of applicants using Category Rating, either independently or with a subject matter expert for recruitment of highly specialized positions. Conducts annual DEU audits and partner with other small agencies with the coordination.
The HR Specialist serves as the technical advisor to internal and external clients in the areas of staffing, recruitment, and placement, and pay regarding Career and Non-Career SES, and Excepted Service authorities (Administratively Determined (AD), Experts and Consultants. Develop vacancy announcements and assessment tools and facilitate the recruitment process. Prepare and coordinate the submission of actions to the Executive Resources Board and OPM’s Qualifications Review Board ensuring that all requirements are addressed.
The HR specialist ensures personnel actions are accurately coded with the appropriate nature of action code, legal authorities, and remarks.
The HR Specialist services shall provide expert technical advice and guidance, develop, implement, and manage the performance management and employee development program(s). This includes:
- Reviewing and aligning performance appraisal systems to ensure compliance with OPM guidance, laws, and regulations
- Developing and delivering training modules for supervisors and managers on performance management practices.
- Designing processes for handling unacceptable performance, including Performance Improvement Plans (PIPs).
- Reviewing and refining rewards and awards programs to link them directly to performance results.
- Assisting OHR in preparing required reports to OPM and establishing monitoring dashboards.
- Conducting policy gap analyses to ensure compliance with legal and regulatory requirements.
- Undertaking planned systematic studies to determine the immediate and long-range training needs of employees engaged in complex work (e.g., information technology, science, and engineering) at a facility;
- Evaluating the merits of employee morale problems, excessive employee turnover, and instances of low productivity relative to training opportunities;
- Providing career counseling to employees to assist them in identifying realistic career objectives and in obtaining required skills through training initiatives; and
- Providing consultative services relative to changing technologies, obsolete workforce skills, and the challenges of organizations in transition (e.g., problems involved in a full-scale retraining program resulting from the impact of automation).
Skills:
- The Contractor personnel shall have specific computer and data entry skills. Personnel shall be detailed-oriented and have professional communication skills. The Contractor personnel shall have proficient technical experience in the managing and development of a performance management program and an employee development program. The Contractor must have at least 5 or more years of technical knowledge of performance management and employee development in the federal, state, or local government or in the private sector.

- Personnel shall be proficient in Microsoft Office Suite. Many of the work products that will be dealt with in this contract will be electronic. Personnel will need to be highly proficient in the use of the Microsoft Office suite of products, to include Work, Excel, Outlook, and Access. The contractors must have excellent computer and data entry skills as well as being detail-oriented with strong verbal and written communications skills. Contractors must be able to learn the basics of entering data into a proprietary database following a brief initial training period. Proficiency in written and spoken English is required. Contractors must be able to work independently following initial discussions.
