Description

Central Oregon Pediatric Associates (COPA) of Bend, Oregon, the largest pediatric practice in the region, is hiring a full-time, hybrid eligible, HR Specialist.


Schedule: Monday - Friday, 8:00am - 5:00pm


At COPA, the HR Specialist plays an integral role serving patients at our friendly and welcoming medical clinic for children of all ages. The Human Resources Specialist supports effective and efficient operations of COPA’s Human Resources department, providing outstanding customer service to all COPA team members, applicants and external partners. The Human Resources Specialist supports COPA’s mission, vision and values by delivering and contributing to the COPA team member experience and supports the administration of pay, compensation, benefits, and leave, ensuring compliance with federal, state and local law.


The role of the HR Specialist will include but is not limited to the following duties: 


Maintains an in-depth knowledge of principles, practices, standards, and techniques and demonstrates knowledge in accordance with COPA policies and procedures within pertinent laws and regulations in the following areas:

  • Partners with COPA Human Resources team in delivery of department goals and objectives.
  • Contributes to and models COPA’s mission, vision and values on a daily basis.
  • Serves as a liaison and works in partnership with COPA’s Payroll Specialist to implement, maintain, and review payroll processing to assist with timely and accurate payroll transactions including pay rates, benefits, garnishments, taxes, and other deductions.  
  • Ensures compliance with Paid Leave Oregon (PLO), OFLA/FMLA, ADA, and workers’ compensation leave. Coordinates return-to-work communication and escalates complex cases to HR Manager.
  • Answers frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; refers more complex questions to appropriate HR, payroll, or management team members.
  • Maintains the accuracy, integrity and confidentiality of human resource files, records and documentation.
  • Complete incident reporting, maintain OSHA records and follow up with employees after incidents. 
  • Coordinates with clinic managers on safety training and supports annual compliance requirements related to OSHA and BOLI.
  • Performs periodic audits of HR and payroll files and records to ensure that all required documents are collected and filed appropriately.
  • Supports benefit changes due to life events, terminations, and audits. Assists with open enrollment and verifies deduction accuracy with payroll.
  • Assists with planning and execution of special events such as organization-wide meetings, employee recognition events and recruiting events.
  • Works in partnership with hiring managers and human resources team to support all aspects of the recruiting process including posting new positions, screening candidates, coordinating interviews with hiring managers and processing reference and background checks. Conducts or assists with the onboarding process and new hire orientation.
  • Supports day-to-day team member engagement and relations needs.
  • Stays current with and ensures compliance with federal, multi-state, and local employment, payroll, wage, and hour laws and best practices.
  • Performs other duties as assigned.


Qualifications
Education and Certification:

  • Associates degree in related field required; Bachelors degree in related field preferred.
  • Professional HR Certification such as SHRM-CP®, SHRM-SCP®, PHR® and SPHR® preferred.


Experience: 

  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
  • Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes. Experience with multi state payroll and employment preferred (including but not limited to Oregon and Washington).
  • Excellent verbal and written communication skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Proficient with Microsoft Office Suite.
  • Two years of related experience required.
  • Bilingual in Spanish and English a plus.


Physical Requirements: 

  • Physical requirements include occasional lifting/carrying of up to 20 pounds; visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to sitting for extended periods of time, standing, bending, and twisting to perform the essential functions.
  • Must be able to wear appropriate personal protective equipment (PPE) as required.


Working Conditions: 

  • Position may qualify to be located local-remote to include on-site meetings and shifts in COPA clinics, business office or community partners. Refer to Remote Work Policy for details.
  • Work inside in a general medical office setting with ergonomically configured equipment.
  • Travel between COPA clinics and business office as required.
