Deliver comprehensive technical, analytical, and administrative support to the Deputy Human Resources Director and the HR Director, handling confidential tasks. Manage compliance activities including I9 processing and the FTA drug and alcohol program. Oversee FMLA administration, benefits coordination, data entry into Human Resources Information and Records Management systems, and completion of surveys and records requests. Develop and lead new hire orientations, and ensure effective onboarding and offboarding processes to equip employees with essential Borough knowledge for long-term success.

REPORTS TO: Deputy HR Director
POSITIONS SUPERVISED: None
1. Process various personnel actions, employment verifications, unemployment documents, and other HR functions using Borough Human Resource Information Systems.
2. Collect, Compile, and analyze HR data, metrics, reports, and statistics to support month end, fiscal and calendar year end, contract negotiations, EEO and Affirmation Action Reports, FTA Triennial Review, Public Record Requests, and other reporting needs from unions, the public, or staff.
3. Conduct new hire orientations for both union and non-union employees, articulating information on benefits and procedures, perform fingerprinting as required. Develop orientation materials, and ensure all information presented is up-to-date and accurate.
4. Coordinate & perform exit interviews for employees leaving the Borough.
5. Clarify personnel policies and procedures, collective bargaining agreements, as well as health and retirement benefits for new and existing employees.
6. Maintain Human Resource Information Systems, new hiring onboarding, and performance management systems, to include enhancement, development, and implementation. Keep members of the HR department informed of updates. Maintain user permissions and offer technical support in HR Systems, including offering user trainings.
7. Initiate and closely monitor retirement applications through the Public Employees Retirement System. Coordinate PERS onsite visits.
8. Respond to deferred compensation inquiries from all staff, coordinating and scheduling visits with vendors.
9. Draft and type general correspondence, and internal memoranda; offering advanced administrative support to the HR Deputy Director. Maintain official personnel/payroll files.
10. Administer Sick Leave Bank withdrawal requests.
11. Provide backup support for the Administrative Assistant IV and the HR Specialist A daily. Duties may include cross-training and backup in other areas of the Human Resources Department.
12. Oversee the administration of the Family and Medical Leave Act (FMLA), including processing employee requests, coordinating with relevant parties, and maintaining proper documentation to ensure adherence to legal requirements. Makes recommendations to improve processes.
13. Administers the alcohol and drug programs.
14. Scanning records into the Records Management Systems, including establishing scanning protocols, file preparation, and digital scanning of essential records. Thoroughly test for quality assurance, retention, and retrieval of scanned documents.
15. Responsible for other Human Resources Department duties as assigned.
MINIMUM QUALIFICATIONS:
1. High school diploma or equivalent. Four years progressively responsible administrative experience, of which two years must have been working with an automated HRIS. Two of the four years must have been in an HR technical role, preferably in a public sector environment. Professional in Human Resources (PHR) certifications are desirable.
2. Demonstrated ability to operate a personal computer; create and maintain spreadsheets and word processing (Microsoft Word and Excel required; Access and web design development software experience preferred). Demonstrated ability to create and maintain ad-hoc or similar report writing in an automated personnel/payroll system. Must have verifiable analytical experience and the ability to perform complex analyses.
3. Must have administrative experience dealing with at least three of the following five programs- FMLA, COBRA, retirement programs, health plans, drug testing programs, and complex benefit packages.
4. PREFERRED: Ability to have and maintain a valid driver’s license and to meet insurance standards and maintain insurability under the Borough’s insurance program. If personal automobile is used for Borough business, proof of insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL REQUIRED UPON REQUEST)
