Position Summary

The primary purpose of this position is to perform basic human resources assistance for a variety of human resources programs including recruitment and selection support, employee and labor relations support, occupational safety, training and development, benefits administration, compensation, and other related areas. Supports the Human Resources team in the data entry and organization of prescribed duties. This position also maintains office supplies and equipment, maintains and updates the human resources section of HABC intranet. Must be able to maintain confidentiality of information.   

All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.


Essential Duties and Responsibilities 

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Assists with the administration of human resource programs (benefits, recruitment/selection, employee/labor relations, training, onboarding/employee orientation, compensation/classification, and other related areas).
  • May serve as an Assistant to the Senior Vice President of Human Resources and/or Senior Human Resources Manager.
  • Assists with the coordination of activities and functions of the HABC HR department.
  • Provide administrative support to the Human Resource Generalist with Family Medical Leave, Reasonable Accommodation and Paid Parental Leave.
  • Respond to all employee verification requests.
  • Manage inquiries in the Human Resources Inquiry mailbox.
  • Regularly provide clerical and administrative support to the members of the Human Resources Department.
  • Provide exceptional customer service to staff, outside organizations, and the general public relating to personnel actions and personnel forms, interpret personnel policies and procedures, refers more difficult inquires and complaints to appropriate department staff.
  • Review and approve address changes and fie management in the ADP Human Resources Information System for active employees.
  • Makes travel arrangements and prepares expense reports.
  • Monitors the front desk and reception area of the HR department’s main office, ensuring customer satisfaction is met in a professional, courteous, and timely manner.
  • Manages departmental machinery and supplies.  Manages contracts, purchase orders and inventory and office equipment, to include but not limited to, the Xerox Machine, Water System, Office Supply and/or Office Furniture.  Maintains inventory; upkeep of an organized supply room; and, replenishment and servicing of office machinery.
  • Serves as the Web Ambassador.  Works collaboratively with the 
  • Communications department to ensure all human resources information and forms are current.
  • Manage calendar for the Human Resources multipurpose room.
  • Attends meetings as required. Prepares and disseminates agendas, reports, and materials; takes notes and conveys the appropriate information accordingly. Organizes and coordinates the implementation of follow-up actions, resolutions, and administrative decisions. 
  • Reviews and distributes mail incoming to the HR department and ensures appropriate follow-up measures are taken. 
  • Maintains relevant databases and Excel spreadsheets including, but not limited to grievance tracking, employee concerns, phone messages, tasks assigned to staff, etc.; assists in preparation of PowerPoint presentations.
  • Maintains personnel and confidential files and oversees the maintenance of other important or sensitive records systems.
  • Manage purchase orders for all purchases and invoices.

 

Minimum Education, Training and/or Experience

High School Diploma or equivalent.  Preferred an Associate degree or Certification in Human Resources, Business, or a related field.  Three (3) years of progressively responsible administrative experience in Human Resources, Business or related field.   An equivalent combination of education, training, and experience may be considered.

Must possess a valid state of Maryland driver’s license and be insurable under the Authority’s plan. Must be eligible for coverage under the Authority’s fidelity bond. Must not engage in private real estate business. Must be available to work some evenings and weekends when necessary.


Other Requirements:

  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.
