The Harford County Public Library offers a competitive compensation and benefits package. Starting wage, depending on candidate qualifications, is between $18.73 and $24.70. This position is eligible for the following benefits: deferred compensation 457(b) retirement plan, pension plan, medical, dental and vision plans, employee assistance program, voluntary benefits, paid time off and more.

 

Position Summary: 

The Human Resources Assistant performs a variety of tasks under general supervision in the human resources department and supports the recruitment, benefits, volunteer and learning & development functions. Serves as contact between the HR department and the organization. Prepares files, documents and forms for employees, and sorts files and records.

Essential Duties:

  1. Maintains accurate and up-to-date physical and electronic human resource files, records and documentation.
  2. Performs a variety of routine administrative and clerical tasks including preparing reports and correspondence.
  3. Assists with the planning and implementation of projects and department activities
  4. Schedules appointments and meetings, takes and transcribes meeting minutes, and develops correspondence and documents
  5. Prepares and distributes communications and reports
  6. Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.
  7. Photocopies, collates and organizes printed brochures and materials to support the department’s needs.
  8. utilizes the HRIS to run reports.
  9. Assists with new hire orientation.
  10. Coordinates with appropriate vendors for ordering materials, employee recognition awards, sympathy acknowledgements.
  11. Assists with planning and execution of special events such as benefits open enrollment, organization wide meetings, employee recognition events, holiday parties and retirement celebrations.
  12. Aids with posting open positions to third party recruitment sites and scheduling employment interviews with candidates.
  13. Works on training manuals, forms, policies and procedures.
  14. Reconcile departmental credit card.
  15. Update the Passport site with changes as needed.
  16. Coordinates mailings for the department.
  17. Proofread team materials for accuracy.

 

Standard Functions:

  1. Serves on committees and participates in workshops, seminars, and training as requested.
  2. Notifies Supervisor with suggested ways to improve the efficiency and effectiveness of personnel and procedures and system-wide goals and objectives.
  3. Learns new skills and technologies to retain proficiency in areas of expertise.
  4. Is dependable and punctual.
  5. Maintains a positive, friendly, and cooperative attitude and provides consistent customer service.
  6. Upholds all library policies and procedures as defined in Harford County Public Library’s Policies and Procedures Manual.
  7. Performs other duties as assigned.

 

Minimum Requirements:

  1. High school diploma or G.E.D.; associates degree in related field preferred
  2. Six (6) months or more related experience.
  3. Computer technology skills and experience using Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams, To Do, One Note and One Drive).  
  4. Ability to work day, evening, and weekends hours.
  5. Ability to obtain and maintain a favorable criminal background report.

 

Knowledge, Skills and Abilities:

  1. Knowledge of basic labor laws and employee regulations.
  2. Ability to exercise good judgment within the scope of the designated responsibility and authority, participating as a part of team to accomplish departmental goals with professionalism and confidentiality
  3. Ability to operate office equipment, including personal computer, copier, fax and postage machines
  4. Ability to learn to operate relevant computer systems, including hardware and software.
  5. Ability to prioritize work assignments, handle multiple tasks simultaneously and demonstrate an ability to handle materials and communications of a sensitive and confidential nature
  6. Ability to be adaptable, flexible and patient with customers and staff.
  7. Strong verbal and written communication skills to communicate effectively with internal and external customers.
  8. Excellent organizational skills and attention to detail.
  9. Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism and diplomacy.
  10. Ability to quickly learn (HRIS) and similar computer applications.
  11. Ability to work independently shows initiative, while seeking guidance when appropriate.
  12. Ability to perform basic mathematical computations.

 

Work Environment:

  1. Work requires occasional physical effort in handling light materials, up to 30 pounds, in non-strenuous work environment. For example, set up and take down tables, chairs or other equipment for meetings or events, pushing/pulling of library carts.
  2. Environment includes moderate noises (i.e. an office with conversations, photocopiers, and/or computer printers).
  3. Requires sitting and using of computer and keyboard for extended periods of time.
  4. Ability to travel to branch/outside locations is required.
  5. Observes safe work place practices with uncluttered workspace, including office equipment, avoidance of trips and falls, proper lifting techniques and following fire regulations.

 

Reporting Relationship:

This position reports to the Human Resources Senior Director. Does not supervise staff. May supervise volunteers.

Work Week:

Primary work schedule consists of weekday shifts but may occasionally require evening and weekend hours.
