This position is in the Office of Human Resources, at the South Carolina Department of Motor Vehicle, Headquarters, in Blythewood SC.




Responsibilities of the Human Resources Assistant 

  • Prepares vacancy announcements for internal and external postings. Disseminates postings via the internet for statewide distribution through NEO GOV or internally through e-mail. Responds to inquiries, both internal and external, from employees, applicants and supervisors. Registers vacancies with S.C. Department of Employment Workforce.
  • Processes received applications through external and internal system. Evaluates applications based on minimum training and experience requirements. When applicable, acquires reference checks on potential applicants. When necessary, processes Drivers' License checks as needed to fill positions. Mails out interviewing packages to selecting officials. Maintain tracking logs of all applications. Closes out vacancies in the appropriate system.
  • Assists in the selection process. The process includes receiving recommendations for employment, promotions and reassignments. Reviews material for accuracy and compliance. Requests additional information that is needed to process recommendations.  Performs background checks, if necessary. Advises supervisors of approved recommendations. Prepares offer and turn down letters. Calls candidates to make verbal job offers. Maintains and disseminates Job Movement/New Hire Report. Maintains the fingerprinting log. Assists in the Temporary Employment Process.
  • Assists E&R Manager in attending Job and Career Fairs. Assists Manager in conducting interviews for key positions paying close attention to qualifications of each applicant. Assists Employment and Recruitment Manager in administering Non-Paid Work Experience Programs: VETSUCCESS/Internship/Volunteer Programs. Assists in the I-9 Process; EPMS's. Assists in on-boarding process, issuing placards, FOB's/ID Badging/Accessibility to computer systems. Assists in filing and maintaining files including all required work following archiving schedule.
  • Assist in updating and maintaining position descriptions as needed.
  • Performs all other duties as needed.

Minimum and Additional Requirements

Minimum Requirements

  • A high school diploma and administrative experience. A bachelor's degree may be substituted for the required work experience.

Agency Requirement

  • Must complete a nationwide criminal background check to include finger printing.

  • Knowledge of principles and practices of human resource management.  
  • Knowledge of recruiting and employment policies and procedures.  
  • Ability to establish and maintain effective working relationships.  
  • Ability to communicate effectively.  Ability to make and communicate decisions.  
  • Ability to analyze data and present ideas effectively.
  • Employee works under direct supervision of the HR Manager with day-to-day guidance.  
  • Discretion is allowed in making decisions in areas that are routine and well defined.   
  • Situations involving special circumstances must be referred to the HR Manager.
  • Must be able to work in a busy office environment where processing volume and meeting deadlines are required.
