ESSENTIAL DUTIES, FUNCTIONS AND RESPONSIBILITIES
- Assists in recruiting, interviewing, and hiring FDIHB employees. Ensures all hiring processes (including background/fingerprinting, telephone reference checks, and job postings, etc.) are effective and legally compliant.
- Assists in counseling managers on supervisory concerns including corrective actions and performance appraisals.
- Monitors the performance appraisal program and makes adjustments as necessary.
- Assists with employee orientation, and ensures new employees are cleared by Occupational Health and are well informed of human resources policies and programs.
- Coordinates the updating of job descriptions. Receives and reviews job descriptions from department managers. Ensures information is complete and current.
- Administers benefits programs. Processes claims resolution and changes of reporting. Communicates related information to employees.
- Assists in developing and implementing human resources operations plans, policies, procedures, and goals. Recommends improvements as appropriate.
- Maintains and updates employee files. Ensures employee files are complete and in compliance with FDIHB policies and legal regulations.
- Ensures all payroll records including, sick leave, personal leave, overtime, insurance deductions, and tax forms are properly maintained and preserved. Submits information to payroll clerk as scheduled.
- Ensures employment and enrollment forms including W-4s, insurance and benefit documents are current and complete.
- Assists in preparing and reviewing employee benefit review statements.
- Prepares, reviews, and approves all required regulatory reporting documents.
- Ensures all human resources records are maintained in accordance with established FDIHB, Inc. policies, and applicable Navajo law and other regulations.
- Ensures employees are informed of programs and policies.
- Assists in resolving employee requests, complaints, and problems courteously and promptly.
- Assists department staff and provides support on training and benefit programs.
- Keeps management informed of area activities and of any significant concerns. Completes required reports accurately and promptly. Attends meetings as required.
- Ensures questions and concerns are promptly and courteously resolved.
- Stays abreast of developments in personnel management and related legal requirements.
- Performs other duties as assigned.
MANDATORY MINIMUM QUALIFICATIONS
Experience:
Three (3) years’ experience in screening, onboarding, and recruiting applicants in any employment setting.
Education:
Associate’s degree in related field or equivalent experience.
