Job Description:

Summary

An independent contributor position within the Human Resources Department performing Leave Management, confidential human resources administrative, technical, and special project work involving research, data collection and analysis.

Scope of Responsibility

The incumbent will perform frequent new and varied work situations involving a moderate degree of complexity and will be responsible for developing policies and objectives that govern the work of the position. Contacts frequently contain confidential/sensitive information necessitating discretion at all times.

Work is performed independently with minimal supervision from the Manager of Human Resources. Considerable judgment is expected to be exercised in the execution of duties.

Essential Functions

The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:

  • Monitors, tracks, and administers leave of absences to ensure compliance with federal and state laws, bargaining agreements, policies, and procedures. Keep accurate records of leave status and communicate with other department staff regarding the impacts of leaves of absences.
  • Oversee the return-to-work procedures including fitness-for-duty and DOT medical exams, drug testing and re-training requirements.
  • Reviews, interprets, and ensures compliance with rules, regulations, policies, and procedures. Participates in the creation and recommendation of policies and procedures.
  • Assists managers/supervisors with performance management and employee discipline of non-represented employees. Serves as Human Resources Representative in employee/employer relations meetings or investigative interviews as needed. Conducts employee exit interviews.
  • Conducts studies, performs research, and prepares reports on a broad range of human resources issues.
  • Researches and responds to unemployment claims providing necessary information to defend termination decisions.

Other Functions

  • Serves as backup to Labor Relations Administrator and other HR Generalist duties.
  • Preserves confidentiality of employee medical documentation and files.
  • Other duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of

  • Principles, practices, and standards of human resources management.
  • Extensive knowledge of the leave requirements and other legal protections afforded by the FMLA, ADA, and other applicable laws.
  • Obtaining, verifying, and evaluating general and statistical information.
  • Research techniques and report writing.
  • Applicable states and federal labor laws.
  • Analytical techniques applied to human resources management.
  • Computer software and HRIS data bases used in collection and analysis.

Skill in

  • Intermediate level in Microsoft Word, Excel and HRIS database systems.
  • Mathematical accuracy used for analysis.
  • Excellent organizational skills and attention to detail.

Ability to

  • Establish and maintain effective working relationships with a wide variety of individuals at all levels of the organization and the public.
  • Follow written and verbal instructions.
  • Communicate clearly and concisely both orally and in writing with tact and sensitivity.
  • Exercise sound judgment within the framework of policies, protocols, and service standards.
  • Work independently.
  • Prioritize and manage multiple tasks and projects under strict timelines.
  • Interpret, apply, and explain rules regulations, policies, and procedures.

Education and Experience

Bachelor’s degree in human resources, industrial psychology, or related field and three (3) to five (5) years in a Human Resources position requiring research, report writing and analysis; or any combination of education, training or experience that demonstrates the ability to perform the duties of the position.

Experience in a public sector or unionized environment required. Professional certification in human resources preferred.

Additional Requirements

  • Regular, dependable attendance required.
  • Must be able to comply with C-TRAN’s nonsmoking policy and work in a nonsmoking work environment.
  • Must maintain a physical condition, which, either with or without accommodation, allows completion of all essential duties.
  • Must promote and model safety within the department and agencywide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assisting in safety training documentation, and certification record keeping.

Immigration Reform and Control Act of 1986.

If selected for the position, documentation that you are a United States citizen, or an alien lawfully authorized to work in the United States will be required to establish your identity and work authorization in accordance with the employer’s obligation under the Immigration Reform and Control Act of 1986.

Criminal Background Investigation.

If selected for this position, employment will be conditional, pending completion of a criminal background investigation.
