POSITION: HUMAN RESOURCES GENERALIST I

CLASSIFICATION CODE: EXEMPT FULL TIME

REPORTS TO: HUMAN RESOURCES MANAGER

 

STATEMENT OF JOB:  The Human Resources Generalist I performs duties at the professional level, working closely with and in the support of the Human Resources Coordinator, the Human Resources Manager, the Human Resources Director, CEO, Quality Management Administrator, Clinical Director, Finance Department, and Payroll Administration to include: employee relations, training, employment law & compliance, affirmative action and employment equity programs, performance management, onboarding, new hire processing & new hire orientation, benefits administration & benefits management, policy & procedure administration, recruitment, employee retention, development of employee wellness programs, and payroll functions. This position requires an extremely perceptive person, capable of relating to individuals at all levels within the organization. The Human Resources Generalist I must be sensitive to corporate needs; employee goodwill and the overall agency needs.

 

DUTIES AND RESPONSIBILITIES:
 

  • Protects organization's value by keeping information extremely confidential
  • Implements human resources programs by providing human resources services, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, AA/EEO compliance, and labor relations
  • Develops and maintains affirmative action program, files EEO-1 report annually, and maintains, records, reports, and logs to conform to EEO regulations
  • Responsible for processing all new Hires through E-Verify
  • Maintains company organization charts and the employee directory
  • Maintains all employee and applicant documentation as dictated by governing agencies
  • Maintains human resource information system records and compiles reports from the database
  • Abide by all applicable procedures and program standards of Apache Behavioral Health Services, White Mountain Apache Tribe, Arizona Health Care Cost Containment System (AHCCCS), and other regulatory agencies as applicable
  • Maintains confidential personnel records for all ABHS staff 
  • Maintain licensure/credentialing records
  • Creates and provides staff credentialing/licensure reports upon request and as required
  • Conducts employee orientation and termination in ABHS system for new hires and separating employees within designated timelines
  • Ensures all ABHS employees are oriented to health/life insurance coverage, benefits, etc. and properly documented into personnel file and system
  • Maintain ethical policies and guidelines as outlined in accepted ABHS, Tribal and State ethics, laws, rules, and policies
  • Provide a positive role model to staff through leadership, self-discipline, and genuine care for the mission of ABHS
  • All staff members must be treated with dignity and respect
  • Remains current regarding most current best practices concerning human relations, training and other personnel laws and regulations
  • Participation in all required ABHS meetings, including weekly staff meetings and staff development meetings 
  • Responsible to document by sign in sheets all staff development meetings and trainings to be maintained in employee personnel files
  • Abide by all applicable policies, procedures, and program standards of ABHS, White Mountain Apache Tribe, Indian Health Services, Arizona Health Care Cost Containment System (AHCCCS) and other pertinent regulatory authorities
  • Participation in all required ABHS training
  • Manages and tracks all employee disciplinary action
  • Maintains and processes all Unemployment Notices of Entitlement and potential charges in a timely, efficient manner
  • Attends unemployment hearings when necessary
  • Assists with recruitment tasks as needed (reviews applications, interviews)
  • Acts as an employee relations specialist
  • Monitors tardy and absenteeism reports and ensures proper documentation is issued on employees who have excessive tardiness or absenteeism problems
  • Reports, maintains, and distributes vacation, sick, personal day and holiday use to payroll and scheduling
  • Maintains employee personnel files
  • Maintains, updates, and distributes the employee phone list
  • Ensures compliance with USCIS Form I-9 Employment Eligibility Verification; audits Forms I-9 and processes all E-Verify Employment Eligibility verifications
  • Distributes and monitors employee performance evaluations and ensures they are completed in a timely manner (i.e., three months, six months, one year and yearly thereafter)
  • Updates, monitors, and maintains eligible salary adjustments/increases based on three- and six-month and one-year evaluations
  • Reports, maintains, and monitors all workers' compensation case files; follows-up on open cases
  • Monitors employee eligibility for benefits plans
  • Reviews benefits with employees and processes enrollment, cancellation, or changes
  • Organizes and manages annual open enrollment communications and election process
  • Maintains and distributes list of new and cancelled employees under each benefit plan
  • Verifies benefit billing accuracy and processes for payment
  • Administers COBRA for group health plans
  • Conducts Exit Interviews for all terminating employees
  • Maintains and coordinates employee recognition programs
  • Responsible for coordination of all employee events, to include quarterly All-Staff Meetings, in conjunction with the ABHS Events Team and the Human Resources Director.

 

MINIMUM QUALIFICATIONS:

  1. Associate’s degree in Human Resources or Business Administration or three (3) years’ work experience in Human Resource related field; experience working with Native Americans preferred
  2. Experience in the administration of benefits and compensation programs and other human resource programs
  3. One (1) to three (3) years of Human Resources Generalist experience
  4. Provides technical expertise for performance management, online learning, and online recruiting/hiring platforms, including orientations of online system, back-end settings, user interfaces, database integrity, and troubleshooting
  5. MS Office proficiency and the ability to correctly operate a copier and fax machine.
  6. Excellent written and oral communication skills; ability to speak the Apache language preferred. 
  7. Knowledge of federal, state, and Tribal labor laws and regulations.
  8. Must follow all ABHS personnel policies and procedures as established by the ABHS Governing Board.
  9. Valid Arizona Driver’s License and reliable transportation.
  10. Ability to pass all pre-employment testing, including, but not limited to, fingerprint clearance and background check. 

 

Supervisory Responsibility:  This position has no supervisory responsibilities.

 

Travel:  Local travel to various worksites is required.

 

Additional Eligibility Qualifications Preferred:

SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification.
