Description

Under the direct supervision of the Director of Human Resources, the Human Resources Manager supports Alexandria Transit Company (ATC) and its employer subsidiary corporation Transit Management of Alexandria (TMA) by managing the day-to-day operations of all human resources programs.  Their primary responsibilities include oversight of the employee benefits, compliance, performance management, recruitment, staffing, and various other HR initiatives.

Responsibilities/Essential Functions:

  • Oversees the proper administration and efficiency of HR programs, systems, and records.
  • Works closely with the Director of Human Resources and Chief Labor Relations & Engagement Officer to develop and implement HR initiatives that drive employee engagement, retention, enhance performance, and support organizational objectives.
  • Ensures fair and consistent application of Company policies and procedures. Updates and recommends changes regarding HR programs, policies, and procedures.
  • Champions a positive, safe, and inclusive work culture by addressing employee concerns, conflicts, and grievances in an equitable and timely manner.
  • Assists the Director of Human Resources in the development and implementation of HR strategies and plans that support and align with organizational growth and development.
  • Fosters a work environment where employees seek counsel from HR and maintains strong relationships between management and staff.
  • Oversees the effective administration of recruitment/staffing processes.
  • Oversees the daily administration of benefits programs.
  • Oversees the administration of compliance and government reporting requirements, including distribution of annual notices, ACA reporting, discrimination testing, and census reporting, and other surveys/census reporting as applicable.
  • Administers the performance management processes, ensuring on-time completion.
  • Functions as an HR business partner to senior management team, managers, and supervisors, offering coaching and guidance on employee relations matters.
  • Manages the processing and reconciliation of various financial aspects within the HR department such as:
    • Monitors and reconciles fees associated with HR services, subscriptions, or any other expenses incurred within the department.
    • Oversees the processing of invoices from various HR-related service providers, vendors, or consultants.
    • Reviews, reconciles, and documents credit card statements related to HR and recruitment expenses, ensuring proper allocation and verification of expenses.
    • Builds and maintains positive relationships with vendors and service providers, ensuring timely payments, and resolving any billing discrepancies or issues.
    • Identifies areas for streamlining processes related to invoicing, expense tracking, and payment reconciliation to enhance efficiency and reduce errors.
  • Supports the annual review and audit organizational policies.
  • Supports the development of the DASH employee intranet, in conjunction with other departments.
  • Ensures the collection of HR data and metrics for the KPI dashboards.
  • Assists the Director of Human Resources and Chief Labor Relations & Engagement Officer with employee engagement strategy initiatives.
  • Utilizes HR systems and technology to optimize HR workflows; assists with the effective implementation and integration of new HR software or technology solutions, and the on-going optimization of the HRIS (currently Paycom).
  • Oversees proper record retention and documentation procedures that align with company policy and record retention rules and requirements.
  • Provides guidance on payroll related matters, troubleshoots HRIS issues, and handles complex HR-Payroll issues in a timely manner.
  • Makes recommendations and provides frequent updates to the Director of Human Resources on departmental performance, employee issues, and/or other relevant HR matters.
  • Performs other duties as assigned.

Qualifications

Knowledge, Skills and Abilities:

  • Proficient in HRIS, ATS, LMS, and Performance Management Systems.
  • Working knowledge of workplace benefit programs and plan administration.
  • Familiarity with local, state, and federal employment and labor laws, including DOL, FMLA, EEO, NLRA, and FLSA.
  • Understanding of health plan compliance rules (ACA, HIPAA, COBRA, ERISA, etc.).
  • Exceptionally organized and process-driven with keen attention to detail.
  • Strong investigatory, fact-finding, analysis, and problem-solving skills.
  • Utmost care in handling confidential and sensitive employment issues and information.
  • Ability to maintain a sense of urgency, self-motivation, and follow-through on tasks and work assignments, with strategic thinking applied in all scenarios.
  • Proficient in project and people management.
  • Ability to relate to individuals at all organizational levels, as well as build and maintain effective working relationships within and outside the organization.
  • Exceptional English verbal and written communication skills.
  • Strong decision-making skills with the ability to exercise sound judgment.
  • Ability to remain professional and composed under pressure and handle multiple tasks simultaneously while maintaining high quality of work.

Education and Experience:

  • A bachelor’s degree or higher from an accredited college or university with major coursework in Human Resources, Business Administration, or a related field required.
  • Minimum of five (5) years of experience in human resources, with demonstrated progressive responsibilities in people operations and HR administration required.
  • A minimum of three (3) years in a supervisory capacity role required.
  • Proven experience administering HR programs including employee health and wellness plans required.
  • Experience processing payroll and/or responding to and handling payroll matters required.
  • Proficiency with HR systems and best practices required.
  • Strong understanding of employment laws and regulations required.
  • Experience working in a Union environment or involvement with grievances, workplace investigations, or labor relations preferred.
  • HR certification preferred (PHR, SPHR or SHRM-CP, SHRM-SCP).
  • Any combination of extensive experience and education may be considered in lieu of advanced education.
