Position Summary
We're looking for an HR Manager to own the employee experience at USA Cycling. This is a broad, hands-on role where you'll be the organization's HR leader, partnering with our PEO (Insperity) to deliver excellent HR operations while focusing your energy on what matters most: making USA Cycling a great place to work.
You'll manage the full talent lifecycle (recruiting through offboarding), serve as the first point of contact for employee relations, maintain compliance across multiple states, and act as our primary Insperity liaison. You'll report directly to the CAO/General Counsel and work closely with Finance and senior leadership.
This role is ideal for an experienced HR professional who thrives with autonomy, enjoys building relationships, and wants to shape the people function at a mission-driven organization.

What You’ll Do
  •  Be the go-to HR resource for a 60-person remote team, advising employees and managers on everything from benefits questions to performance conversations
  • Own employee relations, including first-line support, workplace investigations, and conflict resolution
  • Manage the talent lifecycle: recruiting, onboarding, job descriptions, offer letters, offboarding, and coordination with Legal on employment agreements
  • Administer benefits and leave programs in partnership with Insperity
  • Keep the employee handbook current and maintain multi-state employment compliance
  • Coordinate and track required training (anti-harassment, compliance, SafeSport awareness)
  • Serve as USA Cycling's primary liaison with USA Cycling’s PEO, managing the day-to-day relationship, escalating issues, coordinating audits and reporting, and supporting contract renewals
  • Maintain HRIS data integrity and employee records
  • Coordinate workers' compensation claims

What We’re Looking For
 Required Qualifications
  • Bachelor's degree
  • 7-10 years of HR experience, including employee relations and HR operations
  • Knowledge of federal and multi-state employment laws
  • Strong interpersonal skills and sound judgment handling sensitive matters
  • Comfort working independently in a fully remote environment
 Preferred Qualifications
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred
  • Experience working with a PEO or outsourced HR model
  • Nonprofit, sports, or membership organization experience is a plus

Compensation & Benefits
Salary Range
$85,000 - $110,000 annually, depending on experience, skills, and qualifications.
 
Bonus/Incentive
Eligible for annual performance bonus of up to 7% of base salary
