Job Description – Human Resources Manager
The Human Resources Manager is the key resource for HR planning, coordinating, and evaluating policies, services and programs of the company’s HR department. They perform a variety of complex administrative, technical, and professional work in directing and supervising the personnel systems of the organization, including position classification and compensation, employee benefits administration, compliance with state and federal regulations, and employee development and safety compliance. They are responsible for completing all aspect of recruiting, hiring, evaluating, and terminating employees. The HR Manager will have ownership of maintaining all record keeping in accordance with State and Federal labor laws and strictly maintain employee confidentiality. They also maintain an open-door policy for employees as HR situations arise. The HR Manager is responsible to staying current with existing and changing labor laws. In this capacity it is their responsibility to ensure that the company is appraised of those laws. The position reports to CEO/President.
Essential Job Functions
- Stays current regarding human resources and payroll laws
- Responsible for communicating changes in labor laws to CEO and senior leadership and to advise and suggest course of action to the CEO regarding these changes
- Maintains job requirements and job descriptions for all positions as required
- Maintains the employee handbook and related documentation
- Coordinates new hires including on-boarding, rehires, and termination paperwork
- Expertly handles employee and management issues regarding attendance, training, expectations, and policy management
- Coordinates the company review process and follows through with senior management and department managers to ensure adherence to review schedules.
- Creates employee relations and employee engagement programs that integrate the company’s core values
- Counsels and coaches’ employees on work-related matters
- Maintains Workmen’s Compensation claims and OSHA logs, and related insurance requests for wage and attendance
- Maintains and audits all employee files on a quarterly basis
- Accurately files Unemployment verifications and prepares/files appeals
- Enters new hires and termination in Maine Department of Labor website
- Expertly uses tools E-Verify, Social Security verification, and background checks
- Coordinates reports with Financial Manager for Annual OSHA, Worker’s Comp, MDOL, Health and any related audits
- Keeps attendance records, notifies department heads per established procedures
- Proves competency in Quick Books Desktop Payroll, Microsoft Excel spreadsheets, and Biometric time clocks

- Proven understating HR policies and laws
- Highly competent computer MS Office Suite, Bamboo, TCP and Quick Books software skills
- Able to communicate effectively, verbally, and in writing
- Organizational skills for paperwork and multitasking

- Experience and knowledge in required employee filing, time clock management
- Skilled at departmental budget preparation and management
Specific Job Requirements
- Ensures legal compliance by monitoring and implementing applicable human resources federal and state requirements, conducting investigations, and maintaining records
- Processes and enters/or terminates employees in Bio-metric Time Clock and Quick, Books online payroll system
- Sets up new employee files and shred terminated files as required
- Conducts reference and background checks on job applicants
- Introduces personnel to employee handbook, employment benefits, and assists with filling of required enrollment forms
- Is knowledgeable and execute on Gov’t assistance Gagne might receive as a result of a hire
- Verifies time clock punches for missed punches and requires 30-minute meal break
- Maintains attendance and turnover tracking
- Compiles HR reports as requested
- Mediates for any employee and management issues
- Advertises for open positions and maintain employee count for each department
- Maintains review and compensation schedule
- Provides training and guidance as need to managers about the review process with staff concerning expectations, goal development and compensation conversations
- Assists and covers for Payroll as needed
- Works with QA/QC and others to ensure orientation and training programs are in place. Follows-up regarding assessment of each program’s efficacy and communicates findings and proposed changes to senior leadership

- Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks
- Ensures confidentiality and discretion is maintained at all times as related to employee and personnel matters and patient/client information in accordance with HIPAA, professional and organization standards as outlined in the employee manual
