Position Summary OESU is seeking a dynamic and organized Human Resources Manager to lead our personnel functions. As a vital member of the administrative team, the HR Manager oversees the daily operations of the HR department for all our member districts, ensuring our staff is supported from recruitment through retirement. This role is perfect for a professional who thrives on building relationships, navigating the complexities of school-based HR, and maintaining a culture of mutual respect and efficiency across a multi-district system. General Responsibilities
  • Talent Management: Develop and lead creative recruiting and retention plans to bring the best educators and staff to our member districts.
  • Operational Excellence: Optimize HR processes for all employees and retirees, ensuring a smooth and supportive experience across the Supervisory Union.
  • Onboarding: Provide a welcoming and efficient onboarding experience, oversight of licensure status, assistance with state credentialing and accuracy in Frontline and Tyler Technologies ERP systems.
  • Relationship Building: Foster strong connections with school leaders and staff in all four member districts to understand and support local priorities.
  • Compliance: Ensure all district actions adhere to school board policies, collective bargaining agreements, and state/federal employment laws.
Specific Responsibilities
  • Leave Administration: Manage and oversee FMLA, ADA, and state/local leave requests with specialized attention to detail and confidentiality.
  • Benefits Oversight: Administer comprehensive health and welfare plans, including medical, dental, vision, life insurance, and 403(b) programs.
  • Contract Management: Support the Superintendent in contract negotiations, renewals, and the interpretation of union agreements for our various bargaining units.
  • Records & Reporting: Maintain accurate employee data systems, process enrollments/terminations, and ensure timely record-keeping for payroll deductions.
  • Training & Development: Coordinate the district training calendar and track compliance for mandatory state-mandated training.
  • Worker’s Compensation: File and follow up on claims and incident reports with third-party administrators.
Qualifications
  • Bachelor’s Degree required (Human Resources, Business Administration, or Education preferred).
  • Prior experience in HR management, benefits administration, or school district operations is highly valued.
  • Strong communication skills and the ability to handle sensitive personnel matters with discretion.
