Job Summary 

 

DC Bilingual Public Charter School Human Resources Manager is  responsible for leading the hiring and recruitment process to attract and hire top talent for the school. It also supports key HR functions like onboarding, offboarding, benefits, and employee relations. The position works closely with managers, candidates, and staff to ensure a smooth and positive employee experience from start to finish. This position reports to the Human Resources Director 

Primary Responsibilities:

  • Leads the recruitment and hiring process from job posting to offer acceptance, ensuring all procedures are compliant and aligned with school policy.
  • Develops and manages employer branding strategies, including digital campaigns, recruitment events, and staff engagement efforts.
  • Ensures the development and record keeping of job descriptions for all school positions annually 
  • Collaborates with department managers to uphold hiring standards and reinforce equitable and legally compliant hiring practices.
  • Serves as the main point of contact for offer letters, salary adjustments, and benefits administration inquiries, redirecting complex issues to the HR Director as appropriate.
  • Partners with the HR Director to develop  and implement a school-wide Leadership and Development Program.
  • Attends and represents the school at career fairs, community events, and recruitment engagements.
  • Participates in the drafting and review of school-wide policies and HR standard operating procedures (SOPs), providing input from an operations and equity lens.
  • Contributes to internal systems for HR data, tracking, and reporting.
  • Supports the onboarding process for new hires, ensuring all documentation and touchpoints are timely and well-coordinated.
  • Maintains a working knowledge of employment law and public charter school HR best practices.
  • Participates in departmental planning sessions and serves as a strategic partner to the HR Director in building a best-in-class HR function.

Responsibility Detail: 

Hiring and recruitment: 

  • Lead  the full-cycle l recruitment process for all school departments
  • Make sure all job descriptions are up to date. If not, work with each manager or employee to update them.
  • Do salary reviews when needed to ensure employees are being paid fairly.
  • Work with managers to understand what skills and experience are needed for each job opening.
  • Support the hiring process by posting jobs, scheduling interviews, interviewing candidates, and helping hire qualified people. 
  • Prepare and manage staff offer letters.
  • Make sure any changes in Paycom are correct when an employee changes jobs.
  • Provide feedback to internal candidates after their interviews and explain the final decision.
  • Attend career fairs to meet possible new candidates and promote our organization as a great place to work.
  • Suggest and make improvements to the hiring process when needed.

Onboarding and offboarding process: 

  • Make sure new hires submit all required documents during the onboarding process, such as background check receipt, TB test results, and I-9 documentation.
  • Review the audit report from EdOps and ensure employees provide any missing documents to stay in compliance.
  • Collect background checks from the Metropolitan Police Department.
  • Review background checks, and if there are any records, complete the proper forms and share them on time with the HR Director.
  • Help managers with the termination process in Paycom.
  • Send exit surveys to employees who are leaving and new hire surveys to recent hires.

Benefits: 

  • Manage benefits tasks, including open enrollment, reporting changes, COBRA, and qualifying life events.
  • Serve as the point of contact for employees who have questions about their benefits.
  • Support employees by communicating with the brokers to clarify benefits and resolve problems.

Employee relations:

  • Develop the “Leadership Development Program”, including creating timelines, presentations, and training materials.
  • Collaborate with managers and selected employees to design personalized development plans and set clear growth goals.
  • Support managers and employees during difficult situations by offering guidance. 
  • Support the HR Director in updating and communicating policies and procedures to all staff.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices. 
  • Assist with HR projects and initiatives
  • Must abide by the DC Bilingual 7 Agreements*
  • Demonstrate dedication to the PLC by supporting school-wide initiatives and programs
  • Other duties as assigned

Qualifications

Required Skills/Abilities:

  • Bilingual Required (Spanish/English)
  • Ability to work with employees and school community diverse backgrounds
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and to delegate them when appropriate.

  • Growing knowledge of HR Compliance and Employment Law

 

Education and Experience:

  • Bachelor’s degree required, Master’s preferred in Human Resources or related field
  • 4+ years of administrative or HR-related experience preferred.
  • SHRM-CP or SPHR preferred, but not required
  • Experience with any Human Resources Information System (HRIS), preferably Paycom
  • Charter school or school district experience (preferred)

Schedule & Attendance: M-F, 8am-4pm, Hybrid (4 days in office, 1 day remote)

 

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10 pounds at times.
