HR Leader

The Human Resources Manager will lead all human resource functions for Pittsburgh Transportation Group. This role is heavily focused on supporting union-represented bus operators while also overseeing HR matters for non-union administrative, operations, and taxi personnel.

This position serves as a strategic partner to executive leadership and ensures full compliance with FMCSA, DOT, FTA, and federal/state labor regulations. The HR Manager will oversee labor relations, workforce compliance, recruiting, payroll administration, employee relations, and policy enforcement across both entities.

This is a hands-on leadership role in a regulated, safety-sensitive transportation environment.

Key Responsibilities:

Labor & Union Relations

Serve as primary HR contact for union-represented bus operators

Administer and interpret Collective Bargaining Agreements (CBA)

Partner with leadership on grievance management and disciplinary procedures

Lead and document progressive discipline processes

Support contract negotiations and labor strategy preparation

Maintain strong working relationships with union representatives.

Regulatory & Transportation Compliance

Ensure compliance with:

FMCSA drug and alcohol regulations (49 CFR Part 40 & 382)

DOT safety-sensitive employee requirements

FTA regulations including drug & alcohol MIS reporting

DOT Clearinghouse requirements

Oversee 3-year DOT employment verifications and background compliance

Manage safety-sensitive hiring compliance documentation

Maintain audit-ready files and support FMCSA, FTA, and internal audits

Ensure compliance with all federal, state, and local employment laws



Hiring & Workforce Development

Lead full-cycle recruiting for drivers and non-driving personnel

Develop and implement driver recruiting strategies in a competitive labor market

Oversee onboarding, orientation, and new hire compliance processes

Ensure all safety-sensitive hires meet DOT/FMCSA standards prior to service

Support retention initiatives and workforce stability planning


Terminations & Corrective Action


Lead and document employee separations, including union and non-union terminations

Ensure terminations are legally compliant and contractually defensible

Coordinate final pay, benefit notifications, COBRA, and exit documentation

Advise leadership on risk exposure and employment-related liability


Payroll & Benefits Administration

Oversee payroll processing.

Ensure accuracy of wage calculations including union scale, overtime, premiums, and contract-specific pay provisions

Manage payroll coordination with payroll provider

Ensure compliance with wage and hour laws

Administer employee benefits programs

Track and manage FMLA, ADA accommodations, and leave administration

Ensure proper deductions including union dues and garnishments

Employee Relations & Performance Management

Conduct workplace investigations and resolve employee complaints

Support supervisors in consistent policy enforcement

Guide managers on documentation, coaching, and performance improvement

Promote a fair and consistent workplace culture


Multi-Company HR Oversight

Provide HR leadership for both PTG Bus and zTrip Taxi

Align HR policies across both organizations while recognizing operational differences

Maintain centralized HR documentation and compliance systems


Qualifications

5+ years of HR experience in a unionized and/or transportation environment

Experience administering Collective Bargaining Agreements required

Strong knowledge of FMCSA, DOT, FTA, and safety-sensitive workforce regulations

Experience overseeing payroll processing and wage compliance

Demonstrated experience handling employee investigations and terminations

Bachelor’s degree in HR, Business, or related field (PHR/SPHR preferred)

Strong documentation, conflict resolution, and organizational skills
