The Human Resources Manager will assist in planning, leading, directing, developing, and coordinating the policies, activities, and staff of the Human Resources (HR) department, ensuring legal compliance and implementation of the organization’s mission and talent strategy. The Human Resources Manager functions in collaboration with other departments to ensure human resource services are provided effectively and efficiently to support operations and the organizational strategic plan. Functions include the performance of highly responsible tasks associated with personnel records, policies and procedures, compensation management, and compliance with human resources-related federal, state, and local laws and regulations.


Required Education and Experience

  • Bachelor’s degree in human resources, business or health related field
  • Three years of human resources related experience
  • Eligibility and attainment of human resources professional certification within 2 years of hire


Preferred Education and Experience

  • Master’s degree in human resources, business or health related field
  • Human resources professional certification (PHR, SPHR, SHRM-CP, or SHRM-SCP)


Essential Functions

  • Develops and reviews Policies, Practices, Processes, and Forms for the Human Resources Department.
  • Advise department managers of company policy regarding human resources related matters.
  • Develops and maintains a human resources system that meets facility needs.
  • May represent management in negotiating agreements and contracts.
  • Directly supervises staff within the Human Resources Department.
  • Oversight of recruiting and hiring of staff.
  • Responsible for rewarding employees, monitoring and recommending corrective action (discipline), addressing complaints and resolving problems. Conducts investigations as related to employee conduct/etc.
  • Serves as a member of facility committees as assigned.
  • Provides training related to human resources as warranted.
  • Take after hour calls as it relates to personnel incidents of concern and other duties as necessary.
  • Must ensure compliance with all ICF regulations and all applicable state and federal laws and regulations.

Supervisory Responsibility

This position has supervisory responsibilities over the Human Resources Department.
