Under general direction of the City Manager, plans, organizes and supervises human resources and risk management programs and activities, including recruitment and selection, classification and compensation, employee benefits, general liability, workers' compensation, safety, property and general insurance administration and loss control; and performs related duties as required.

Principles, practices and concepts of human resources administration, recruitment, selection, training and development; general principles and practices of municipal government budget preparation and administration; classification, compensation, human resources information systems, and employee relations practices; Federal, State and Local laws, regulations and ordinances related to equal opportunity and fair employment practices and workers’ compensation; principles, practices and procedures involved in risk management program development, investigation, evaluation, and settlement of personal injury, property, liability, and/or workers’ compensation claims; wellness and safety programs; principles of supervision, training and performance evaluation; research and report writing methods, techniques and procedures; effective interviewing techniques; proper English, spelling, grammar, punctuation use, and business letter writing; modern office practices, procedures, methods, and equipment; knowledge of the basic functions and organization of City government.
Ability to:
Collect and evaluate data; draw conclusions and develop, plan and implement recommendations; interpret and explain City policies and procedures; prepare and present written and oral information in a clear, concise and accurate manner; select, supervise, train and evaluate staff; review and apply Federal, State and Local policies, laws and regulations in coordination with and under the advice of the City Attorney; operate a computer using Microsoft Word, Excel, Outlook and PowerPoint; attend night and/or weekend meetings, events or activities outside normal business hours; travel to various sites and operate a motor vehicle safely.
Education/Training/Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a Bachelor’s degree in human resources management, public administration, or related field. A Master’s degree in Public Administration or a related field is desirable. Five or more years of progressively responsible experience in human resources and/or risk management or an equivalent combination of training and experience.
Licenses; Certificates; Special Requirements:
A valid Class C California driver’s license and the ability to maintain insurability under the City’s Vehicle Insurance Policy.
Physical Demands
The position requires constant sitting and occasional walking and standing; the employee talks and hears, both in person and by telephone. Specific vision abilities required by this job include close vision and the ability to adjust focus.
The employee uses hands to operate, finger, handle or feel office equipment; and reach with hands and arms. The employee bends, stoops, or squats to access, place and retrieve files, supplies and records, and reaches, lifts, and move records and documents weighing up to 20 pounds.

While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data; use math and mathematical reasoning; analyze and solve problems; learn and apply new information; perform highly detailed work on multiple, concurrent tasks; meet intensive and changing deadlines and interact with City officials, City staff, customers and the public.

The employee typically works in office conditions; the noise level is frequently quiet or moderately quiet.
