Description

Position Summary

Responsible for all human resources functions within Odessa Memorial Healthcare Center (OMHC); including employee demographics and records, employee relations, recruiting, compensation and benefits, leave administration, training and development, employment law compliance, HRIS. Ensures that OMHC complies with all applicable employment laws, regulations, and best practices.


Essential Functions

  • Administers all aspects of the recruitment and selection program, according to the OMHC policies and procedures. May conduct new-hire and exit interviews with appropriate staff; analyzes employee turnover. Provides new hire orientation to new hires. 
  • Maintains employee records, as required by law and the OMHC’s standards. Documents current staff licensure, certification, or registration. Documents verification of OIG, Social Security Number Verification, Motor Vehicle Records (for appropriate employees) and New Employee Reporting.
  • Develops, implements, and updates all human resource related policies and procedures. Serves as a resource for staff and supervisors on employment-related policies. Annually reviews and approves HR policies and procedures for compliance. Ensures compliance with all applicable state and federal employment laws and regulations, as related to a public healthcare employer.
  • Facilitates the annual employee evaluations and skills review process.
  • Develops, implements, and maintains approved employee recognition and appreciation programs in the OMHC. 
  • Assists supervisors with processes associated with coaching and discipline.
  • Promotes positive employee relations with open communications and problem-solving techniques; identifies and resolves issues of employee dissatisfaction or conflict in an appropriate and timely manner and in accordance with the OMHC’s Human Resources policies. Assists the Administration with conflict management between employees. Fosters teamwork among all staff.
  • Assists with the annual wage scale revisions. Conducts wage and benefits surveys as needed. Updates OMHC’s salary plan as required by RCW 70.44.090 (b).
  • Manages the benefit program to include new hire paperwork, life event changes, reporting to vendors, annual renewals, ACA reporting, COBRA processing, records management. Communicates and administers compensation and benefits plans, policies and procedures. Facilitates annual open enrollment and seeks to improve benefit offerings in support of recruitment and retention goals.
  • Establishes, reviews and updates written job descriptions, physical demands, and skills reviews. Identifies exemption status.
  • Assists employees and associated supervisors with leave administration as it relates to the Family Medical Leave Act (FMLA), Washington State Paid Family and Medical Leave (PFML), Long-Term Disability, and Worker’s Compensation Leaves.
  • Assists supervisors with coordination of accommodations for compliance with the Americans with Disabilities Act (ADA) and Washington Law against Discrimination.
  • Ensures the mandatory annual training of all OMHC staff for employment related policies. 
  • Coordinates Worker’s Compensation program to include: assisting with safety awareness for all employees (in conjunction with all other employees), completes accident/incident reports regarding employees, monitors employee claims; makes recommendations to reduce the OMHC’s liability. Reports all exposure in accordance with LNI and the OMHC’s guidelines, policies and procedures.
  • Manages the OMHC’s unemployment program in conjunction with an outside vendor through communication with Washington State Employment Security Department.
  • Participates as an active member of the management team through meeting participation, committee membership, organizational communications, etc. Includes supporting the District Employee Assistance (DEA) Fund Committee.


Requirements

Required Education and Certification

  • Bachelor’s degree in human resources or a related field required. Equivalent prior human resources generalist experience may be considered for this position.
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
  • At least five years of human resource experience
  • Prior healthcare experience is a plus
  • Prior public entity experience is a plus

Physical and Sensory Requirements

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
