Manager salary range: $94,070 - $150,728

Maryland Auto Insurance is a Property & Casualty Insurance carrier and independent agency of the State of Maryland. We’re located in the Locust Point neighborhood of Baltimore, featuring a variety of restaurant and shopping options in walking distance from the office. Position Summary

The HR Manager will oversee a wide range of strategic and operational HR functions, ensuring compliance, efficiency, and alignment with organizational goals. The HR Manager will report to the Executive Director. This role requires an experienced HR professional who can manage complex HR processes, lead organizational planning efforts, and provide expert guidance on HR policies and employee engagement. The successful candidate will be responsible for employee recruitment and selection, salary administration, employee relations, job evaluation and performance management, career development, regulatory reporting, and a range of strategic HR initiatives that contribute directly to the long-term growth and success of the organization.

Key Responsibilities

 Hiring, Employment Verification, Onboarding and Exit Process

  • Oversee the recruitment, hiring and onboarding processes, including candidate screening, employment verification, and orientation.
  • Provide regular reporting and insights on turnover and separation trends to inform HR and Organizational strategy.
  • Maintain an exit interview process including post-separation analysis to identify trends and improve retention

Performance Management

  • Administer the organization’s annual performance appraisal process, ensuring timely completion and alignment with organizational goals.
  • Collaborate with managers and employees to address performance gaps and promote continuous improvement.
  • Work closely with managers and supervisors to promote transparency and accountability in the performance appraisal process.

Career Development and Employee Growth

  • Oversee organization-wide career development discussions, providing guidance on career paths and growth opportunities.
  • Manage and coordinate the organization’s internship program, including recruitment, onboarding, and evaluation.
  • Facilitate an educational and career development learning committee to support ongoing employee development.

Retirement and Payroll Knowledge

  • Assist employees in understanding and selecting retirement options. 
  • Maintain familiarity with payroll and timekeeping processes, expertise in Paycom preferred, but not required.

Employee Engagement and Satisfaction

  • Conduct regular employee surveys to gauge satisfaction, engagement, and organizational climate.
  • Analyze survey results and implement improvements based on feedback to foster a positive and productive workplace culture.

Regulatory and EEO Compliance

  • Ensure regulatory compliance with all federal, state and local laws.
  • Prepare and submit EEO reports, analysis, and compliance to support diversity, equity and inclusion goals.
  • Manage unemployment verification processes, ensuring accurate and timely responses

Budgeting and Financial Oversight

  • Develop and manage the HR department budget, including forecasting for HR software and other operational needs.
  • Prepare and deliver quarterly executive budget reviews, providing insight into budget utilization and projections.

Strategic Planning   

  • Drive HR’s strategic planning process, including the development of goals, standard operating procedures, and both short- and long-term initiatives for continuous organizational improvement.

Other HR Duties

  • Coordinate employment verification and manage all unemployment claims and Worker’s Compensation processes.
  • Maintain a repository of HR standard operating procedures (SOPs) for key processes.

 

Additional Information

Qualifications

  • Education: Bachelor’s degree in Human Resources, Business Administration, or related field required. Master’s degree preferred.
  • Experience: Minimum of 7-10 years professional HR management experience. Experience in a quasi-governmental or public sector organization preferred.

Relevant work experience may be considered in place of formal educational requirements.

Skills

  • Strong knowledge of HR policies, federal and state employment laws, and EEO compliance.
  • Proficiency with HR software and platforms for payroll, timekeeping, and reporting.
  •  Demonstrated ability to develop and maintain SOPs and strategic plans.
  • Excellent communication skills and ability to engage with employees at all levels.
  •  Strong analytical skills with experience in HR data analysis and reporting.
