JOB TITLE: HUMAN RESOURCES MANAGER
OFFICE OF HUMAN RESOURCES
DISTRICT OFFICE
GENERAL STATEMENT OF JOB
Under limited supervision, assists the Chief Human Resources Officer in managing, planning, coordinating, implementing, and directing District personnel activities, policies and procedures, including certified and non-certified employee recruitment and selection, information and records management, and other functions as assigned. Performs related professional and administrative work as required. Reports to the Chief Human Resources Officer.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Demonstrated analytical skills and excellent communication skills.
Completes the new hire process using various district software systems. Prepares and evaluates new hire packets for certified and support applicants recommended for employment. Processes ePars and adds new employees into iVisions and other the various management systems.
Performs all aspects of Worker’s Comp and Unemployment Claims, including completing and maintaining required forms and attending hearings.
Completes and maintains the Occupational Safety and Health Administration (OSHA) and the Bureau of Labor Statistics (BLS) reporting for all district locations.
Completes and maintains state reporting in SC Educator by entering and removing staff information in SC Educator (Compensation) to ensure correct position, salary, and FTE listings.
Enters certificate upgrades under Certificates & Endorsements in iVisions.
Administers Letters of Intent, Contracts, Letters of Agreement, and Retiree Letters.
Provides and completes Retiree Assurance Waivers for the South Department of Education (SCDE).
Provides and completes Confirmation of Employment for Alternative Certification pathways.
Compiles and provides salary budget information and contract level information for annual budget and contract preparations in collaboration with the finance department.
Confirms salary level for staff each year and ensure the funding codes, experience, salaries, and positions are accurate in iVisions in collaboration with the finance department.
Processes requests for special duties and extracurricular pay change supplements and generate related reports in collaboration with the finance department.
Maintains a database of all salary schedule information to be generated for OCR reports, etc. and a database of employee information.
Gathers information for, compiles, prepares and disseminates various studies, reports, surveys, records, and recommendations as required by the district and other agencies and place into a usable form.
Processes Transfer confirmation forms via DocuSign.
Oversees employee review of personnel files and processes subpoena requests for documents, including copies of personnel files.
Answers routine questions and correspondence from individuals (in and outside the District) – including but not limited to job vacancies, teacher certification, requirements for para-professionals and general inquires with accuracy and efficiency.
Develops reports, forms, and spreadsheets using a variety of applications, including Excel, Google Doc, DocuSign, Word documents, Canva, etc.
Interacts and communicates with various department, groups, and individuals such as Chief of Human Resources, Superintendent, other district administrators and staff, school administrators and staff, Board members, State Department of Education personnel, job applicants, attorneys, various councils and committees, personnel of other school districts, and the general public consistently in a cooperative and respectful manner.
Coordinates professional development for staff as assigned.
Coordinates and completes special projects as assigned.
Creates digital presentations to be delivered by the Human Resources office.
Represents the District at various professional and community meetings as appropriate.
Attends training, seminars, and conferences, and conducts research to stay abreast of legislation and trends in human resources administration.
Performs all other duties and responsibilities designated by the Chief of Human Resources Officer.
ADDITIONAL JOB FUNCTIONS
Provides support to staff in the absence of the Chief Human Resources Officer.
Plans and carries out recruitment events and other events as assigned.
Performs routine administrative/office tasks as required, including but not limited to preparing reports and correspondence, transcribing meetings, copying and filing documents, answering the telephone, sending and receiving faxes, entering and retrieving computer data, etc.
Performs related duties as required.
MINIMUM TRAINING AND EXPERIENCE
Requires at least a bachelor’s degree in human resources administration, business administration or related field supplemented by two to three years of professional human resources experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Must possess a valid state driver’s license.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

Physical Requirements: Requires sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations.

Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time. Must be able to use practical applications of statistics.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.
Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery.
Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Requires the ability to differentiate colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under significant stress when confronted with emergency situations or tight deadlines. The worker may be subject to tension as a regular, consistent part of the job.

Knowledge of Job: Has thorough knowledge of the methods, procedures and policies of the School District as they pertain to the performance of duties of the Human Resources Manager. Has knowledge of the functions and interrelationships of the district and other governmental agencies.
