Position Overview
We are seeking a seasoned Human Resources Manager to lead all core HR operations at our fully onsite Philadelphia facility. This role plays a critical part in managing employee relations, supporting organizational compliance, and ensuring effective HR practices in a unionized healthcare environment.

The ideal candidate will be an experienced HR professional with a strong understanding of employment law, labor relations, workers' compensation, unemployment claims, and conflict resolution in a fast-paced behavioral health setting.

Key Responsibilities

  • Manage day-to-day HR operations, including recruitment, onboarding, training, and compliance

  • Serve as a key resource for employee relations, providing coaching, conflict resolution, and progressive discipline guidance

  • Collaborate with union leadership and management

  • Ensure compliance with federal, state, and local employment laws, including FMLA, ADA, and EEO regulations

  • Oversee workers' compensation claims and return-to-work procedures

  • Handle unemployment claims and represent the organization during hearings as needed

  • Maintain and update employee handbooks, policies, and HR documentation

  • Lead performance management initiatives and staff development programs

  • Support organizational culture, employee engagement, and DEI efforts

  • Work closely with senior leadership to align HR strategies with business goals

Qualifications

  • Bachelor’s degree in human resources, Business Administration, or related field (required)

  • Master’s degree or HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) (preferred)

  • Minimum of 3–5 years of progressive HR management experience

  • Strong knowledge of employment law, employee relations, and HR best practices

  • Experience with union environments and labor relations is highly preferred

  • Familiarity with handling workers' compensation and unemployment processes

  • Excellent communication, interpersonal, and conflict resolution skills

  • Prior experience in healthcare or behavioral health is a plus
