POSITION TITLE:              Human Resources Manager/Specialist

FLSA:                                  Exempt

REPORTS TO:                     Executive Director of Human Resources

TERMS OF EMPLOYMENT: 12-month employment with benefits. Salary will be commensurate with education and relevant experience.

 

 

Purpose Statement

The Human Resources Manager will take an active role in managing routine HR functions while playing an integral part of enhancing operational efficiencies.



Essential Functions

  • Partners with the Executive Director of Human Resources to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Assists with the acquisition process, which may include recruitment of certified staff, interviewing, and hiring of qualified job applicants; collaborates with managers and the Executive Director of Human Resources to understand skills and competencies required for openings.
  • Assists with facilitating employee disciplinary meetings, terminations, and employee investigations.
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Provides support and direction to the Human Resources department staff, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances.
  • Oversees compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Oversees Certification District Work Log site; Initial certification, Career, Provisional, TAC, ABCTE Program, etc.
  • Oversees submission and tracking of liquidated damages and other contractual processes.
  • Oversees completion of Unemployment Claims. 
  • Collaboratively works with the Executive Director of Human Resources to ensure accurate import of data from our financial management tool - SIS FIN, e.g. rollover of leave, awarding annual leave, compensation increases, wellness credit, creating a new file set each school year and a separate file set for summer school in order for data to roll from both the Business Office and Human Resources department, contracts, memorandums.
  • Oversees the efficient and effective use of all PowerSchools/TalentEd products
  • Assigns and Monitors the Vector Solutions digital platform to ensure Safe Schools video and policy compliance of employees. 
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law to include, but not limited to, FMLA, Title IX, Workforce development and other employment matters.
  • Oversees processes set forth as they relate to onboarding, employee experience, offboarding.
  • Ensures the integrity of district Human Resource data.
  • Analyzes employee data and ensures the timely and accurate maintenance of records. 
  • Performs other duties as assigned.

  • Ability to interpret and apply employee contracts specific to salary and benefits for several different employee groups.

  • Thorough knowledge of employment-related laws and regulations.
  • Proficient with Microsoft Office Suite, Google Suite, and related software.

 

Experience & Education

  • Bachelor’s degree in Human Resources, Business Administration, or related field is preferred.
  • Human resource management experience is preferred.
  • SHRM-CP or SHRM-SCP certification is preferred.
  • An understanding of the complexities of education and certification for teachers and administrators is preferred.
  • An understanding of the education field for both certified and classified staff would be beneficial.

Clearances

Background clearance, the results of which must be satisfactory to the District, required.
