JOB PURPOSE:

Under limited supervision by the Training Administrator, this position serves as part of the training leadership team, leads continuous quality improvement for Training and Certification to ensure that training content and deliverables not only meet the needs of the agency and its employees, but also meet required agency, state, and federal policies/standards/guidelines, and collaborates with the training team and subject-matter experts (SMEs) to develop and design training materials. 

JOB RESPONSIBILITIES:

Develops and creates learning experiences and environments for all training programs which meets the needs of the agency and its employees as well as meets required agency, state, and federal policies/ standards/guidelines to include curriculum design, learning activities, assignments, and assessments to optimize workforce knowledge and development, and responsible for the coordination and administration of the assessment process and related activities.

Leads and supervises a team responsible for curriculum development, design, and evaluation based upon use of a learning design framework (e.g. Addie, SAM, etc.) to guide the development of curricula, ensures learning competencies and objectives reflect the identified level of learning, content is accurate, and supports stated learning objectives, and promotes transfer of learning on the job.

Integrates eLearning into online, hybrid, and face-to-face course using authoring tools which increase learner engagement and reinforce knowledge retention.

Develops a continuous quality improvement process to collect and analyze data related to training content and presenter skills to identify training gaps and implement plans of action for delivery improvement and/or curriculum redesign; and implements a process for conducting training delivery observation, which includes management, and oversight of a feedback loop for ongoing development of trainer skills.

Performs other related  job duties as needed or required to support the division or the agency.

Minimum and Additional Requirements

STATE MINIMUM REQUIREMENTS:

A bachelor's degree and relevant training and development experience.

Special Requirement:

Successful completion of the agency's training of trainers within nine (9) months of hire and other applicable certifications as required. 

ADDITIONAL REQUIREMENTS:


Requires knowledge of instructional design models and theories. 

Familiarity with adult-learning theory and assessments. 

Ability to build eLearning courses with instructional design software. 

Knowledge of training design for all modes of learning. 

Strong organizational and verbal and written communication skills. 

Supervisory experience. 

Experience in learning and training delivery, facilitation and content development, curriculum design and training evaluation. 

Ability to analyze data and create and review processes. 

Ability to conduct research, think critically, and problem solve. 

Excellent interpersonal skills to foster harmonious relationships. 

Possess a strong knowledge of computer software, such as Adobe, MS Office Suite, and Office 365.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.  

Preferred Qualifications

PREFERRED AGENCY REQUIREMENTS:


A bachelor's degree with six (6) years management and supervisory experience.
