Summary/Objective:

The Network Associate Vice President of Human Resources provides executive leadership and technical oversight of human resources systems, infrastructure, and operational excellence across the Citizen Advocates network of current and future affiliated organizations. This role is responsible for advancing HR technology, strengthening data integrity, optimizing workforce systems, and ensuring compliance with complex regulatory and reporting requirements.

The AVP partners closely with executive leadership and affiliate leadership teams to build scalable, data-driven HR operations that support a high-performing workforce, enable informed decision-making, and ensure consistent compliance with federal, state, and regulatory requirements. The role leads initiatives that align HR systems, analytics, and operational processes with organizational growth, efficiency, and mission-driven service delivery.

The AVP reports to the Chief Human Resources and Compliance Officer and works collaboratively across affiliates to standardize systems, enhance reporting capabilities, and support integrated HR operations.

Essential Functions (Job Duties):

Technical Human Resources Leadership

  • Provide executive leadership for HR infrastructure, including HRIS, payroll systems, benefits administration platforms, and data management processes across the network.
  • Lead the evaluation, selection, implementation, and optimization of HR technology solutions to support scalability, efficiency, and integration across affiliates.
  • Oversee data governance, ensuring accuracy, consistency, and integrity of workforce data across systems.
  • Work with Population Health to continuously enhance workforce analytics capabilities, including dashboards and reporting related to vacancy rates, turnover, retention, compensation, and labor trends.
  • Partner with executive leaders to align HR systems and reporting with strategic workforce planning and organizational priorities.

 

HR Operations and Systems Optimization

  • Standardize and streamline HR operational processes across affiliates, including onboarding, benefits administration, and employee lifecycle management.
  • Ensure efficient system workflows and process automation to reduce administrative burden and improve service delivery.
  • Lead continuous improvement initiatives focused on operational efficiency, service quality, and user experience within HR systems.
  • Support integration of affiliated organizations through aligned HR systems, processes, and data structures.

 

 

Compensation, Benefits, and Workforce Analytics

  • Oversee development and administration of compensation structures, salary bands, and internal equity frameworks.
  • Ensure benefits programs are administered effectively through system optimization and vendor coordination.
  • Lead advanced workforce analytics to support compensation strategy, labor forecasting, and financial planning.
  • Develop reporting tools to support leadership decision-making and board-level workforce insights.

 

Compliance, Reporting, and Risk Management

  • Ensure HR systems and processes support compliance with federal, state, and regulatory requirements, including audit readiness and reporting accuracy.
  • Oversee regulatory reporting, workforce data submissions, and compliance tracking systems.
  • Partner with compliance and legal teams to ensure alignment between HR operations and regulatory expectations.
  • Support audit processes, investigations, and documentation through strong data systems and reporting capabilities.

 

Network and Affiliate Collaboration

  • Drive alignment of HR systems, data standards, and reporting practices across network affiliates while recognizing unique operational requirements.
  • Serve as a technical advisor to affiliate leaders on HR systems, workforce data, and operational best practices.
  • Promote shared services models that leverage centralized systems and standardized processes to improve efficiency and consistency.

 

Policy and Governance

  • Support development and maintenance of HR policies with a focus on operational clarity, system alignment, and regulatory compliance.
  • Ensure policies are effectively translated into system workflows and operational practices.
  • Provide board-level reporting on workforce metrics, HR system performance, and operational effectiveness.
  • Attend Board of Directors meetings and retreats; participate in board-level discussions as requested.

Qualifications

Required Education and Experience:

  1. Master’s degree in Human Resources, Information Systems, Business Administration, Data Analytics, or a related field preferred.
  2. Bachelor’s Degree in Human Resources, Business Administration, Information Systems, or a related field required.
  3. Minimum of 10 years of progressive leadership experience in human resources operations, HRIS, or workforce analytics.
  4. Demonstrated experience implementing and optimizing HR systems (e.g., UKG, Workday, Paycom, or similar platforms).
  5. Strong knowledge of employment law, regulatory reporting, and compliance as it relates to HR systems and data.
  6. Experience in multi-entity or multi-affiliate environments with complex workforce structures.
  7. Proven ability to lead large-scale system implementations, integrations, or transformations.

Preferred Qualifications:

  1. Experience working across healthcare and community-based service systems, including I/DD and behavioral health organizations.
  2. Familiarity with HRIS platforms and workforce analytics tools in regulated environments.
  3. Experience presenting workforce data, system insights, and operational metrics to executive leadership and boards of directors.
