The Greater Memphis area has more than 45,000 young adults, aged 16-24, who are out of school and out of work. Nearly half of these young adults are in poverty, and only 1% will be on the path to a living wage by the time they are 28.

The young adult population represents the next generation of community, business, and political leaders. It is imperative that they are equipped with the skills and support that they need today in order to guide Memphis forward tomorrow. The Collective Blueprint advances a community framework that reflects the personal and economic aspirations of the city’s young populace.

The Collective Blueprint was started in 2016 and is the only local organization that is specifically tailored to the needs of young adults. We provide relationships, resources, and a network of support to help young adults discover and develop their unique talents in order to advance their personal and professional objectives. Our Vision is that all young adults have the power to live their best lives and the tools to make that a reality. 

 

The Collective Blueprint Model 

The Collective Blueprint is building the framework to reach economic equity for all young adults in the following ways: 

1) Initiatives: Build coalitions that create systemic solutions to ensure more young adults complete education and continue on to careers 

2) Programs: Be the go-to organization for how to support and partner with opportunity youth as they begin their careers 

3) Advocacy: Build a movement toward a more economically just Memphis by positioning young adults as leaders and advocates

Overview of Collective Blueprint Programs  

The mission of The Collective Blueprint is to increase socio-economic mobility for young adults  by building pathways to thriving careers. To that end, the Program division at The Collective  Blueprint (TCB) designs and provides robust support, tools, and learning opportunities for  young adults ages 18-30 as they enter in-demand career pathways. The Program team at TCB  works with young adults on a holistic level; we seek to understand a person’s strengths, areas of  growth, hopes, wishes, desires, and potential barriers in order to fully understand and support the  young adult as an individual.

The program team at The Collective Blueprint provides these services in the following ways: 

1. School and Career Seminars: These workshops are designed to provide information,  skills, and tools for navigating either the school process (choosing, applying, and paying  for school), or identifying in-demand careers and how to navigate the ‘working world.’  Young adults not only receive information, but are provided with opportunities to  connect with industry professionals, set goals, and opt in to receiving additional intensive  support related to schools and careers. Where possible, the program team will strive to be  of service to the greater Memphis community, and provide our workshops in other  capacities such as other community organizations, schools, etc. 

2. Intensive School and Career Coaching: Our team of Persistence and Employment  coaches are charged with providing deeper and more robust support for young adults  looking to take information and put it into action. Coaches work with young adults to  build soft skills (professional communication, interviewing skills, elevator pitch, etc) and  hard skills (resume and cover letter), as well as life skills (life mapping, goal setting, time  management, etc). Laying this foundation is essential, as the goal of the intensive support  is to help young adults either get to and through school (short-term certification  programs) or help young adults obtain employment and retain it. The Persistence coaches  work closely with schools and the Employment coaches work closely with our job  partners to find the right fit for the needs of the young adults. 

3. Work Exposure and Job Placement Opportunities: Young adults who are looking to  obtain full-time employment and are undergoing intensive employment coaching will  have the opportunity to gain work experience either by stepping into our paid work  experience opportunities (internships), or interviewing with our employer partners for  potential job placement.  

4. Additional Alumni Supports: All former participants in any of our above programming  are eligible for Alumni support, such as opportunities to connect with each other and  network with industry professionals, specialized and ongoing employment/retention  workshops, access to mental health supports, connections with our employer partners,  etc. 

 

Duties and Responsibilities

The Operations & Human Resources Manager is a cross-functional role responsible for ensuring that TCB’s programs run smoothly, consistently, and with strong internal systems—while also serving as the primary owner of core HR/people operations.

This role blends program operations, project management, evaluation systems, office/facilities management, and training logistics with recruitment, onboarding, benefits administration, performance management, employee engagement, and HR policy/records management.

You’ll be a key internal connector: creating structure, improving systems, strengthening staff experience, and ensuring the operational backbone that allows our team to deliver high-quality programming for young adults.

Position Responsibilities Include:

Program Planning & Project Management

  • Develop and maintain detailed project plans across program areas (timelines, milestones, deliverables, owners, dependencies)

  • Build tools/systems to manage projects, communicate progress, and increase accountability

  • Interface regularly with leadership to ensure program plans align with strategy; adjust plans as priorities evolve

  • Establish communication rhythms and documentation practices to support consistent execution

Program Operations, Training Logistics, and Implementation Support

  • Coordinate logistics and communication across non-instructional roles/assignments for trainings and program delivery

  • Develop a plan for administrative support across program and training needs

  • Create/update and administer surveys and feedback tools to measure participant experience and program effectiveness

  • Serve as facilitator for select training sessions as needed (delivering content and engaging participants)
     

Systems, Program Evaluation & Technology

  • Help ensure accurate and timely data collection and analysis across programs
  • Create and maintain planning tools, trackers, dashboards, and reporting systems
  • Compile program feedback through debriefs, observations, and survey tools; synthesize insights and recommendations
  • Support implementation and management of technology systems used by the program team and administrative staff

Office, Facilities & Administrative Management

  • Develop and lead strategy for overall space management and usage
  • Improve, document, and manage administrative procedures that support program delivery and team needs
  • Manage the Administrative Assistant and any assigned administrative personnel/interns as applicable
  • Oversee systems for office needs including:
    • Mail receipt and processing
    • Supplies ordering and inventory
    • Vendor relationships and office contracts (including caterers, etc.)
    • Facilities coordination and office equipment support
  • Manage logistics needs for administration and programs; liaise with facilities partners as needed

Recruitment & Hiring (End-to-End)

  • Draft/post roles, support sourcing, and manage candidate communications and workflows
  • Coordinate screening, interview scheduling, hiring manager support, and offer processes
  • Improve and maintain hiring tools (scorecards, interview guides, templates, tracking)

Onboarding & Employee Lifecycle Support

  • Coordinate and conduct onboarding to ensure smooth transitions for new team members
  • Maintain accurate employee records and HR documentation
  • Prepare and distribute HR-related documents; ensure annual policy acknowledgements/signatures (e.g., handbook)

Benefits & PTO Administration

  • Administer employee benefits (health insurance, PTO, etc.) and support enrollment/changes
  • Track/audit PTO requests and ensure internal processes are followed

Employee Relations & Workplace Culture

  • Serve as a point of contact for employee HR inquiries; triage concerns and reroute/escalate as appropriate
  • Support a positive, engaging, values-aligned work environment while maintaining confidentiality and professionalism

Performance Management & Staff Experience Systems

  • Run bi-annual pulse surveys; synthesize themes and partner with leadership on improvements
  • Refine and implement performance management systems and processes
  • Support managers with performance evaluations, feedback practices, and documentation

Policy, Compliance, and Continuous Improvement

  • Refine, implement, and update HR policies and procedures to support compliance and clarity
  • Maintain up-to-date employee handbook and ensure consistent application of internal people processes
  • Other duties as assigned

A successful candidate should meet the following qualifications:  

  • Commitment to TCB’s mission and vision
  • 5+ years of related experience working in education, non-profit, or similar roles
  • 2+ years of HR/people operations experience (recruitment, onboarding, benefits, employee relations, performance processes) or equivalent combined experience in an operations role owning HR functions
  • Exceptional project management and organizational skills; ability to manage multiple priorities and deadlines
  • Demonstrated passion and experience helping young adults to understand and  communicate their true value 
  • Possess a ‘Whatever it Takes’ attitude and approach to supporting young adults
  • Bachelor’s degree or higher
  • Experienced in building, establishing, and maintaining effective relationships with young adults
  • Strong, intuitive communicator who is comfortable presenting to, and engaging with,  young adults 
  • Excellent project management, organizational, and data collection skills
  • Demonstrated ability to carry out multiple tasks and meet deadlines
  • Strong written and verbal communication; comfortable building systems and guiding staff through processes
  • Demonstrated ability to handle confidential information with discretion and care
  • Professional experience with nonprofits or a significant track record of social sector  volunteerism
  • High energy and positive attitude; shows passion about The Collective Blueprint’s  mission 
 

Flexible Work Arrangement

The TCB team enjoys a flexible work arrangement where some of our work can be done remotely. Our physical office in Memphis is always available for the team, and whenever gathering in-person is both safe and in service of our goals, we do so. This role is expected to be in the office at least three days and and additionally when programs / events are occurring.

We also provide relocation assistance for applicants 100+ miles from Memphis.
